He oversaw all aspects of the project, which consisted of <br /> reviewing existing composition study reports and methodologies, defining and testing all elements <br /> of the study, and preparing a draft protocol to be reviewed by ASTM. <br /> ➢ MRF Assistance,Charleston County, SC <br /> Mitch provides ongoing support to the county-owned MRF,which started with identification and <br /> implementation of recommendations to improve productivity and reduce costs. Mitch helped <br /> implement numerous improvements and modifications to the MRF equipment. Mitch also helped <br /> the county privatize the MRF operations and negotiated the contract between the two parties <br /> resulting in cost savings and material revenues. During this time, Mitch helped retrofit the facility to <br /> accept single stream materials. Currently, Mitch is assisting the county in siting and building a new <br /> state-of-the-art facility. <br /> r Strategic Solid Waste Planning, Durham, NC <br /> Mitch assisted the city with a comprehensive evaluation of Durham's existing solid waste facility and <br /> processing,transfer, and disposal contracts. Based on initial input from KCI, the city immediately <br /> tripled the revenue it receives for recyclable materials.The project resulted in a comprehensive <br /> report on the city's existing system, which included recommendations for system improvements. <br /> ➢ Residential Solid Waste Study, Carrboro, NC <br /> Mitch directed a residential solid waste study for the Town of Carrboro.The study was a <br /> comprehensive 3-phase approach to assist the town in reaching its long-term goal of zero waste. <br /> Tasks that Mitch oversaw in the study included an assessment of the current waste programs, WCS, <br /> operations study, organics collection review, and Pay-As-You-Throw review.The Board of Aldermen <br /> voted unanimously to accept it and to pursue Phase 1 recommendations. <br /> ➢ Strategic Planning and Procurement Assistance, Sarasota, FL <br /> Mitch directed a strategic planning project that evaluated the city's overall solid waste management <br /> system and contracts. The resulting plan provided clear recommendations for improving the cost- <br /> effectiveness of the system and enhancing waste diversion.
