Phase I of each study
consisted of sorting 80 representative samples of waste weighing at least 200 pounds from compactors
and dumpsters from different areas within each of the locations. The resulting data provided a
comprehensive and detailed picture of waste generated at each of these types of facilities. These
results helped identify materials to target for future waste reduction and recycling.
In Phase II,two bags of waste were collected and sorted from recycling and trash cans at multiple
generation points within the 11 generator sectors. The results provided the client with generator-
specific "snapshots"that helped determine where and how additional material recovery and waste
reduction might be accomplished.
The most recent study included additional material categories to assist the client in further reducing
waste not only through material recovery and recycling, but also by potentially changing purchasing
practices and expanding organics recovery.
Recovered Materials Market Analysis
KCI conducted an analysis of the client's recycling collection operations to evaluate the operational and
financial impacts of conversion to single stream. KCI analyzed four operational alternatives, including the
addition of glass, estimated recovery rates, estimated capital and operating costs, and identified the
advantages, disadvantages, and strategic implications for each alternative.Additionally, KCI conducted a
recovered materials market assessment that identified buyers interested in the recovered materials. KCI
compiled information on the recovered material markets, which included materials accepted (e.g.,
individual commodities, commingled paper, commingled containers, single stream), any limiting
specifications or requirements, and estimated revenue under current markets conditions. The results of
KCI's analysis allowed the client to assess the feasibility and sustainability of converting to a single
stream collection system.
Xis
Town of Carrboro, North Carolina .
Contact: David Andrews, Town Manager, (919)918-7315 110
Residential Solid Waste Study {wee
The Town of Carrboro requested KCI to perform a Residential Solid Waste Study to assist the town in
pursuing its long-term goal of zero waste, evaluating options to reduce disposal, and assessing collection
methods and schedules to reduce its carbon footprint. The study included an assessment of the current
waste programs, WCS, operations study, organics collection review, and Pay-As-You-Throw review.
Recommendations were presented in a 3-phase approach to holistically address programs, diversion,
and cost reduction. The Board of Aldermen voted unanimously to accept the Solid Waste Study and
directed staff to pursue next steps for Phase 1 recommendations.
kessler consulting inc.
Proposals 2018\Orange Co Proposal-final 16 innovative waste solutions
