DocuSign Envelope ID:60890E67-6F1D-48BF-9BD4-7E57F52CDE30
Orange County,North Carolina
RFP#5253 for Recycling Composition Study
Section 2:Statement of Understanding
Task 4 - Analyze Data and Prepare RCS Report
KCI will analyze the RCS data for each of the 11 programs, as well as for the recycling stream overall, and
report results to the County.
Activities:
1. Analyze data from the RCS to calculate the average percentage by weight of each material
category with 90%confidence interval for each of the 11 programs listed above under Project
Understanding. Calculate the overall recycling composition by weighting results for each
program by that program's contribution to the total annual tons of recyclables collected.
2. Prepare a draft report based on the RCS results that includes the following:
• Summary of RCS goals, objectives, and methodologies.
• Discussion of study findings and conclusions including results by program.
• Detailed description of major types of contamination. These include both contaminants
that constitute a significant proportion of the material, as well as more problematic
contaminants for recyclables processing.
• Where feasible include a count, along with weight, of major contaminants, such as
number of bags containing materials and tanglers.
3. Discuss the report, via teleconference, with appropriate County personnel.
4. Finalize and submit the report based on comments and discussions with County staff.
5. Prepare data into presentation-quality materials for use by County staff.
Deliverables:
• Draft and final RCS report.
Timeline
KCI understands that County staff would like to conduct the RCS fieldwork in October 2018. KCI is ready
to initiate project work immediately upon receiving notice to proceed and will make every effort to
meet this timeline. However, our top priority will be to ensure that KCI and the County have sufficient
time to plan the RCS and develop a protocol, material category list, and sampling schedule that meets
the County's needs and objectives. As the County and KCI are aware, obtaining accurate and reliable
results are paramount when conducting an RCS. Therefore, KCI will work with the County and UNC staff
to establish a project schedule to meet this goal.
kessler consulting inc.
Proposals 2018\Orange Co Proposal-final 7 innovative waste solutions
