DocuSign Envelope ID:60890E67-6F1D-48BF-9BD4-7E57F52CDE30
Orange County,North Carolina
RFP#5253 for Recycling Composition Study
Section 2:Statement of Understanding
5. If deemed appropriate, develop information packets and truck placards for distribution to
haulers in advance of the sorting event. The placards will then be distributed to selected
vehicles for easy identification at the landfill.
6. Review and discuss the above items with County staff and make any necessary modifications.
Deliverables:
• Final Sampling and Sorting Protocol that includes a sampling and sorting schedule, methodology
to be used to collect and sort all samples, and a list of defined material categories into which
recyclables will be sorted.
• Site Safety Plan outlining the sorting and safety practices to be followed by all sort staff.
Task 3 - Conduct RCS Fieldwork
KCI will mobilize its crew and sorting equipment to conduct the onsite sampling and hand-sorting of
recyclables in accordance to the sampling protocol.
Activities:
1. Obtain the necessary equipment and arrange for labor. KCI will provide a scale calibrated to
0.02 pounds, all other sorting equipment and tools, safety equipment, protective gear, and
fluids to keep workers hydrated.
2. Provide a Field Supervisor, Sorting Supervisor, and 6 locally contracted day laborers to assist
with the RCS. If Orange County is able to provide dedicated staff for the duration of the RCS,the
number of day laborers will be reduced accordingly.
3. Conduct the sorting event. The sorting event will take place over a 5-day period. KCI will pull
representative samples weighing at least 150 pounds from all incoming loads of single stream
recyclables according to the sampling schedule. KCI anticipates sampling and sorting
approximately 55 samples (an average of 5 from each program). The proposed Sampling and
Sorting Schedule (Attachment A) details how these representative samples will be pulled and
sorted. During the sorting event:
• KCI's Field Supervisor leads daily training sessions to review proper sorting techniques
and safety protocols. While we encourage our contracted day laborers to work the
entire sort with us,the daily training sessions ensure that all workers understand their
roles and responsibilities.
• KCI's Field and Sorting Supervisors continually observe the material category bins to
ensure proper sorting and record weight data on our Surface'tablet to ensure accurate
data recording. The spreadsheet for each sample is immediately saved to the tablet, as
well as an external thumb drive, and all data is transmitted to the KCI office each
evening for data tabulation.
• KCI provides sort laborers with regular breaks and with water and sports drinks to stay
hydrated, as well as snacks.
Note: The County or UNC is welcome to invite local press, student media, or other interested
individuals to the RCS as a component of the County's or UNC's public outreach campaign. We
have extensive experience successfully interacting with media staff, including television, radio,
and newspaper. KCI staff can accommodate visitors to the sort site and will be happy to explain
the study procedures and objectives.
kessler consulting inc.
Proposals 2018\Orange Co Proposal-final 6 innovative waste solutions
