DocuSign Envelope ID:60890E67-6F1D-48BF-9BD4-7E57F52CDE30 <br /> Orange County,North Carolina <br /> RFP#5253 for Recycling Composition Study <br /> Section 2:Statement of Understanding <br /> • Provide a front-end loader and operator for mixing loads of recyclables and a skid steer or <br /> similar vehicle (preferably with a grapple bucket) and operator for pulling samples. <br /> • Provide transport and offsite processing or disposal of all sorted and unsorted materials <br /> delivered to the landfill as part of the study. <br /> • Coordinate with UNC and private haulers, as needed, during the planning of study to identify <br /> loads of recyclables to deliver to the landfill. <br /> • Designate a contact person to be available to KCI staff during the onsite fieldwork should they <br /> be needed. <br /> Task 1 - Kick-off Call and Information Request <br /> KCI will initiate the project, confirm the County's objectives, and obtain relevant information to plan the <br /> RCS. <br /> Activities: <br /> 1. Participate in a kick-off call to confirm project objectives and identify available information <br /> needed to conduct the RCS. <br /> 2. Request, review, and evaluate relevant information and data provided by County staff, including <br /> but not limited to: <br /> • Annual tonnage of recyclables from all programs. <br /> • Collection schedules and number of routes run each day for each program. <br /> Task 2 - Develop RCS Protocol and Schedule <br /> As requested, KCI's preliminary proposed Sampling and Sorting Protocol and sampling schedule, based <br /> on information included in the RFP, are provided in Attachment A of this proposal. Based on our <br /> knowledge of the County's recycling program, recycling markets, and recyclables processing <br /> technologies, KCI slightly modified the material categories listed in the RFP. These modifications,which <br /> are discussed more fully in Section 5, are recommended to facilitate sorting of the recommended <br /> number of samples,while also obtaining informative and usable composition data for future contracting <br /> and customer education purposes. During this task, KCI will work with County staff to further refine <br /> these documents based on the information and knowledge gained in Task 1 and to meet the County's <br /> and UNC's needs. <br /> Activities: <br /> 1. Refine the proposed list of material categories into which the recyclables will be sorted <br /> (provided in Attachment A). <br /> 2. Modify the proposed sampling schedule based on recycling tonnage data and route information <br /> (provided in Attachment A). <br /> 3. Modify the proposed Sampling and Sorting Protocol and Site Safety Plan (provided in <br /> Attachments A and B). The sorting protocol details the sort site set-up, sorter training, and data <br /> recording protocol. <br /> 4.
