We approach every project with the <br /> following strategy: <br /> Address the client's needs with an unbiased, independent view toward long-term impacts. <br /> Customize our service to meet the needs and objectives of our client. <br /> Identify practical recommendations that offer cost-effective end results. <br /> Because close coordination with the County staff is essential, we will maintain regular, personal <br /> communication throughout the project to support and facilitate your priorities. We will be clear in our <br /> expectations of what information, input, authorization, etc.,we will need from the County, and the <br /> County will know exactly what our responsibilities are and what can be expected from us. KCI is known <br /> for being clear, concise, and candid with our clients. <br /> Our internal project management procedures have a proven track record that enables us to complete <br /> projects on time and within budget. All internal work assignments include clear instructions, hours for <br /> completion, and due date. Weekly project team meetings are held to discuss the status of assignments, <br /> unexpected issues or challenges, and next steps. This enables us to resolve any unforeseen issues <br /> expeditiously and ensures the project stays on track. <br /> Proposed Scope of Work <br /> Based on KCI's extensive experience with RCSs,we propose the following scope of work to meet the <br /> goals and objectives outlined in the RFP. KCI realizes that respondents can have different <br /> interpretations of the scope and level of effort requested by the County;therefore,to ensure that the <br /> County's needs and objectives are met, KCI welcomes the opportunity to modify and refine the <br /> proposed scope and budget as needed. <br /> The more homogeneous the material stream,the lower the variability between samples.Therefore, <br /> recycling composition studies tend to require fewer samples than waste composition studies to obtain <br /> reliable results. Even so,the greater the number of samples sorted for each of the 11 programs,the <br /> greater the level of accuracy of the resulting data.To stay within the County's stated budget, KCI <br /> proposes to conduct a 5-day sorting event during which up to 55 samples will be sorted,for an average <br /> of 5 samples per program. We have also proposed an alternative 6-day sorting event during which up to <br /> 66 samples would be sorted, for an average of 6 samples per program. Ideally more samples would be <br /> sorted to achieve greater accuracy for each program; however,the proposed study will provide useful <br /> data (including 90%confidence intervals) for each program and reliable data for the overall recycling <br /> stream. <br /> In developing this scope and associated pricing estimate, KCI has assumed the County will assist with or <br /> arrange for the items listed below,which can be adjusted as needed. <br /> • Provide a safe, secure location (approximately 20'x 40')for sorting activities at the County's <br /> landfill. <br /> • Provide a location near the sorting location for tipping loads of recyclables with enough room to <br /> mix and pull a sample from the load.
