The municipalities of Chapel Hill, Carrboro, Hillsborough, and Mebane are
located within the County, as well as the University of North Carolina—Chapel Hill (UNC).
Single stream recycling is available to County residents and businesses. Curbside residential collection is
provided weekly by contract haulers in Hillsborough, Carrboro, and Chapel Hill (urban curbside recycling)
and every other week in the unincorporated areas of the County(rural curbside recycling). The County
also provides 4 unstaffed and 5 staffed drop-off locations for single stream recycling, as well as
collection from commercial and multi-family properties and Chapel Hill, Carrboro, and Orange County
Schools. UNC collects single stream recyclables in outdoor carts and walkways.
KCI is extremely familiar with the solid waste operations in the County, having conducted its most recent
two-season WCS in 2016/2017. During this study, KCI sampled waste streams from several different
residential and commercial collection programs, including rural county, urban municipal, county drop-
off sites, private haulers, and UNC. KCI coordinated the routing of numerous trucks to the City of
Durham Transfer Station, where the sort took place, and worked with the transfer station's private
operator. We successfully completed the study and produced accurate and reliable results.
The County and UNC are now seeking an RCS conducted on all single stream recyclables they manage.
This consists of the following 11 programs, many of which were included in KCI's recent WCS study for
the County:
1) Urban Residential Curbside
2) Rural Residential Curbside
3) Unstaffed Recycling Sites
4) Staffed Recycling Sites
5) Commercial
6) Multifamily Residential
7) Orange County Schools
8) Chapel Hill Schools
9) UNC Residence Halls
10) UNC Outdoor Carts
11) UNC Walkways
The purpose of this study is to understand the composition of recyclables managed by the County and
UNC in each of these programs, as well as to identify and quantify the amount and types of
contamination.
KCI also understands that the County is currently in the process of seeking a contractor to process its
single stream recyclables. Because of KCI's experience both with conducting RCSs and developing and
negotiating processing contracts for local governments, we will ensure the study results can be used by
the County to meet the needs of a future recyclables processing service procurement and/or contract
negotiations.
kessler consulting inc.
Proposal 2018\Orange Co Proposal-final 3 innovative waste solutions
