DocuSign Envelope ID:60890E67-6F1D-48BF-9BD4-7E57F52CDE30
kessler consulting inc.
innovative waste solutions
September 12, 2018
VIA ELECTRONIC MAIL
David Cannell
Purchasing Agent, Orange County
200 South Cameron Street
Hillsborough, NC 27278
Re: RFP#5253: Recycling Composition Study
Kessler Consulting, Inc. (KCI) is pleased to submit our proposal in response to Request for Proposals
(RFP)#5253. As demonstrated in this proposal, our firm has extensive experience in conducting
recycling composition studies (RCS)for local governments in North Carolina and across the United
States, as well as at several universities and large institutions. KCI's superior expertise will ensure
accurate RCS results that are useful in Orange County's (County) planning and contracting efforts.
KCI is a leader in solid waste management planning and has a comprehensive understanding of all its
phases, including the important role composition studies play in providing results that guide planning
efforts. Since 1988, we have provided practical and innovative consulting services on more than 500
projects for more than 225 public and private sector clients. KCI continually strives to remain on the
leading edge of sustainability and environmental stewardship.
Just a few of the things that set us apart from other firms are highlighted in this letter but are more fully
discussed in our proposal.
r Unparalleled Project Team
KCI's project team has unparalleled expertise in conducting composition studies. Project Manager
Robin Mitchell has managed nearly all characterization studies conducted by our firm during the
past 18 years and has used RCS results to develop revenue-sharing formulas in recyclables
processing contracts. Senior Consultant Peter Engel has extensive experience working with
recyclables processing technologies, materials recovery facility(MRF) development, and recycling
markets. This enables him to assist in developing RCS protocols that align with the capabilities of
state-of-the-art MRFs. Field Supervisor Ryan Graunke has overseen numerous composition studies
at KCI. We work seamlessly together as a team. In just the past 5 years,we have successfully
completed over 50 sorting events.
Our project team members have advanced degrees in environmental science, resource
management, business administration, and marketing, as well as hands-on experience in collection
and processing operations. We not only understand the accuracy required in performing RCSs, but
also how to utilize the resulting information for recyclables processing contracts and negotiations.
14620 N.
