Please clarify the numberof individual material streams(8or11) that are to be separatelysampled <br /> and analyzed as part of this study. Also,is the County seeking a statistically relevant composition estimate for <br /> each of these 8 or 11 streams individually,orjust a statistically relevant combined average composition?TABLE <br /> 1 shows 8 streams from Orange County programs and 3 from UNC programs—all are to be sampled..Show <br /> statistically relevant both ways—for composite and per program. <br /> 4. Does the County have a recyclables processing agreement orothercontractualdocumentthatrequires <br /> recyclables contamination and composition data? If so,does this contract coverall of the recyclingsubstreams <br /> targeted in this project,or just a subset? Generally we would assume that the"statistical relevance"is more <br /> important for recycling streams that are managed undera processing agreement,and are trying to understand <br /> which sort results are to support contract and which results are just for informational purposes. We do not <br /> now have a contract but are preparing one and wish to have data to show how the recycl i ng stream from <br /> Orange County maybe less(or more?)contaminated than the average as a whole.All our recyclables will go to <br /> one processor,so that will be a single contamination numberthat all may find useful in contract negotiation. <br /> But the per program data are to show us how we can bettertarget specific messages to specific programs—if <br /> residential has more bagged material where commercial has more food waste then we have to know thatfor internal <br /> purposes. <br /> 5. As an alternative to answeringthe previous questions,please provide the County's budgetforthis study. Ifthe <br /> vendors know the budget,they can more reasonably determine the maximum sampling effort the County can <br /> afford,and allocate samples to the targeted material streams accordingly. <br /> NTE$30,000 <br /> 6. 1.2.4Deliverables: Should our baseline budget include an on-site presentation delivered bythe consultant at a <br /> Commissioners meeting? Cost of presentation should not be included in the budget,just materials suitable for <br /> presentation.You may show a cost for presentation as a separate item. <br /> 7. Can we assume for budgeting purposes that the County wilI supply one sorterforthe duration of the fieldwork? <br /> The County will supply one on-site person to help direct the various loads and act as on-site representative for <br /> the County to assist with QC.Sorting personnel should all be assumed to be provided bythe contractor.If the <br /> County is able to provide any sorting personnel,then this will be negotiated on a daily basis by8am of the DAY <br /> BEFORE the specificsort,so that if the contractor is using local temp.labor,they can reduce that by that one to <br /> two persons each day County staff are available. <br /> Orange County,200 S.Cameron Street,Hillsborough, North Carolina 27278 Page 2 <br />
