The University shall submit all procurement proposals <br /> for review and approval by tha Department prior to Initiating work. <br /> PURCHASE THROUGH THE STATE CONTRACT <br /> The Department,through the North Carolina Department of Administration, Purchase and <br /> Contract Division,awards vehicle contracts to purchase vehicles for public use. These <br /> vehicle contracts comply with Federal Transit Administration(FTA)and State requirements. <br /> The University may utilize these ve hid a contracts to purchase public vehicles,but must <br /> provide assurance that contracts also meal Federal Highway Administration(FHWA) <br /> requirements. For vehicles not Included in these contracts,the University shall conduct a <br /> competitive procurement process In accordance with this Agreement. <br /> TITLE,USE,MANAGEMENT AND DISPOSAL OF PROPERTY AND/OR VEHICLES <br /> The University agrees to use Project property for appropriate purposes and In <br /> accordance with Properly Standards denoted in 2 CFR 200.310-316. The <br /> University shall maintain all project equipment at a•high level of cleanllness,safety, <br /> and mechanical soundness In accordance with the minimum maintenance <br /> requirements recommended by the manufacturer. All subreciplents of the University <br /> shall comply with property management requirements as Indicated above. <br /> The University and the Department will agree on an appropriate useful life for the <br /> Project property(vehicles and equlpmenO. The University will use Project property <br /> continuously and appropriately throughout the useful life of that property. Upon the <br /> end of the period of useful Iffe,the University,or other non-federal subreciplent,may <br /> dispose of Project property. <br /> The Certificate of Title to all vehicles purchased shall be In the name of the University <br /> or subrecipient. <br /> • When useful life of vehides or equipment are met,or when the equlpmant or vehicles <br /> are no longer needed for the program and there is no other approprlate fedoraI <br /> program to use the property,then the entity may dispose of the property.
