Assumptions <br />General <br />• Links will be added as content becomes available throughout the project life cycle <br />• If additional hours are needed for any role, a change request (that can be generated by either BTS or <br />OCIS) will be submitted for both parties' signature. <br />• It is the sole responsibility of OCIS to access and approve the funds in the change control budget. <br />The change control budget should not exceed 15% of the estimated cost for each phase. <br />• Cost projections for each subsequent phase will be included in the phase transition plan following a <br />reassessment of the project scope. <br />Phase II <br />• A standard page layout template will be used for all departments. Departments will have the flexibility <br />to change color, graphics, and fonts but cannot alter the functionality of the template. If a department <br />wants a different web representation, the effort will be costed separately from this effort. <br />• Departments will be responsible for compiling or developing site specific content <br />• The client has not established the priority for designing the individual departmental websites. For <br />simplicity, each department has been listed in alphabetical order in the high-level work breakdown <br />structures. Assigning a priority to each department will insure that the most citizen critical sites are <br />addressed first. <br />Phase III <br />• The hours estimated to create a new intranet site are based on the premise that all current <br />information can be consolidated into three main areas-Employee, Government Administration, and <br />IT/Systems. This will create a simplified and streamlined site that should be a relatively small effort <br />on BTS' part. <br />6. Current Status <br />Although functional, the existing Orange County web presence does not adequately convey Orange <br />County's vision and personality. An initial assessment of the site(s) yielded the following conclusions: <br />• Navigational links are inefficient and lack uniformity <br />• Large majority of the pages are static <br />• Multiple county departments and services lack a web presence <br />• Site maintenance is labor intensive and inefficient <br />• Site(s) lack the support and technical expertise of a dedicated web master <br />• The site does not convey the true essence and mindset of Orange County <br />• The site is not compliant with web design standards adapted by ITS such as: <br />• NC GILS - North Carolina Government Information Locator Service Standards <br />PC516V4.DOC - OC Internet FINAL
