Assumptions General • Links will be added as content becomes available throughout the project life cycle • If additional hours are needed for any role, a change request (that can be generated by either BTS or OCIS) will be submitted for both parties' signature. • It is the sole responsibility of OCIS to access and approve the funds in the change control budget. The change control budget should not exceed 15% of the estimated cost for each phase. • Cost projections for each subsequent phase will be included in the phase transition plan following a reassessment of the project scope. Phase II • A standard page layout template will be used for all departments. Departments will have the flexibility to change color, graphics, and fonts but cannot alter the functionality of the template. If a department wants a different web representation, the effort will be costed separately from this effort. • Departments will be responsible for compiling or developing site specific content • The client has not established the priority for designing the individual departmental websites. For simplicity, each department has been listed in alphabetical order in the high-level work breakdown structures. Assigning a priority to each department will insure that the most citizen critical sites are addressed first. Phase III • The hours estimated to create a new intranet site are based on the premise that all current information can be consolidated into three main areas-Employee, Government Administration, and IT/Systems. This will create a simplified and streamlined site that should be a relatively small effort on BTS' part. 6. Current Status Although functional, the existing Orange County web presence does not adequately convey Orange County's vision and personality. An initial assessment of the site(s) yielded the following conclusions: • Navigational links are inefficient and lack uniformity • Large majority of the pages are static • Multiple county departments and services lack a web presence • Site maintenance is labor intensive and inefficient • Site(s) lack the support and technical expertise of a dedicated web master • The site does not convey the true essence and mindset of Orange County • The site is not compliant with web design standards adapted by ITS such as: • NC GILS - North Carolina Government Information Locator Service Standards PC516V4.DOC - OC Internet FINAL
