4. <br />The ITC feels strongly that Orange County should have an effective Web <br />presence that addresses the needs of all County stakeholders. This has been a <br />fundamental part of the County's strategic plan for information technology, and <br />this direction is wholeheartedly endorsed by the ITC. Web-enablement is for <br />both Internet and intranet accessible resources; we believe that the County IT <br />staff has done significant work in helping move the County forward in this area, <br />especially given the limited resources for this type of work. <br />Technology in Web delivery of information is progressing very quickly, however, <br />and we feel that there is significantly more that can now be done to improve the <br />effectiveness of the County's web presence for the citizenry as well as the <br />County staff. The County IT staff, in conjunction with the Inet Staff Committee, <br />has developed a proposal to be completed by the State ITS team-to consolidate <br />the gains so far and to redesign the County's web site. This work will update the <br />Web site and make it more efficient, easier to use and more engaging, as well as <br />make it more usable and maintainable by the County staff. It will position the <br />County to Web-enable access to more dynamic database_driven information. <br />Additionally, this work will ensure that the County's Web site is congruent with <br />the emerging State standards for Web and E-Commerce architecture. <br />The ITC supports the three phases of the Web Redesign Project. We feel that <br />this is a good use of resources with sound deliverables. The County IT staff has <br />the ability to review these deliverables at each phase, and in the event that <br />funding or resource difficulties are encountered, the County will have useful <br />updates to its Web site in place at each step. The ITC encourages the <br />commissioners to fully support this initiative.
