Change Request Process <br />19 <br />Change Management should be invoked when a change occurs to process, approach, roles, as well as <br />scope. The essential purpose of the change control process is to identify every situation that is different <br />from the original understanding and agreements and determine how the changes may impact <br />functionality, schedule, or cost. <br />If additional hours are needed for any role, a change request (that can be generated by either STS or <br />OCIS) will be submitted for both parties' signature. <br />It is the sole responsibility of OCIS to access and approve the funds in the change control budget. The <br />change control budget should not exceed 15% of the estimated cost for each phase. Based on the <br />estimated cost projections for Phase I the change control budget is approximately $8.800.00. <br />12. Issues / Risk <br />Risk management is an important component of any project. Risks tend to fall in one or more of the areas <br />defined below. While risks will be assigned to a single category, clearly many risks cross multiple <br />categories. Expected risks associated with the redesign of the Orange County web site are: <br />Category Risk Mitigation Strategy ;?; <br />Cost ¦ Failure to approve Project Concept / • Obtain OCIS approval and funding <br /> Statement of Work based on Project Concept <br /> • Failure to properly manage project • Provide information to OCIS early in <br /> schedule and deliverables the process to determine if the cost <br /> • Failure to identify and acquire resources is feasible <br />` for development and implementation ' Develop alternative solutions and <br /> contingency plans <br /> • Utilize proven project management <br /> strategies and frameworks to insure <br /> the Quality, Cost and Delivery <br /> Schedule <br />Schedule ¦ Failure to develop a project plan / WBS • Manage by the 80-hour rule to <br /> that adequately addresses risk, ensure the slippage is not significant <br /> dependencies, and miscellaneous ¦ <br /> <br />transition issues Institute an effective change <br /> procedure <br /> • Development window may exceed <br /> window of opportunity for customer <br />PC516V4.DOC -• OC Internet FINA1
