In lieu of that rate, the Contractor may, <br /> sixty (60) days prior to the effective date of the contract , request that the County deliver six (6)tons <br /> of material to the Contractors facility that will be used to obtain a current measurement of the <br /> composition of program recyclables collected by the County which shall then be used to establish the <br /> commodity value <br /> 2.4 MARKETING OF RECYCLABLES <br /> The Contractor shall provide or act as a recycling market outlet for materials during the term of the <br /> Contract regardless of market fluctuations. The Contractor shall not store or warehouse materials in <br /> violation of health and safety standards and shall conform to all requirements provided for by the <br /> state and federal agencies. <br /> 2.4.1 Processing, Transporting and Marketing <br /> The Contractor shall bear all costs associated with processing, transporting and marketing of <br /> Recyclable Materials. <br /> 2.5 PUBLIC EDUCATION <br /> The Contractor will offer assistance to OCSW in providing public education services related to the <br /> recycling program. Public education assistance shall include the provision of culturally and relevant <br /> materials and messages in selected languages. <br /> 2.6 SPECIAL EVENTS PARTICIPATION <br /> The Contractor shall provide, at no cost to OCSW,three (3) public paper shredding events per <br /> calendar year.The event will provide Orange County residents the opportunity to have their <br /> documents destroyed onsite. The events will take place at a designated location within the County. <br /> Title and ownership of material will pass directly to the Contractor or Contractor's subcontractor. <br /> 2.7 MEASUREMENT - SCALES <br /> The Contractor must have calibrated truck scales to record the weight of all delivered loads. The <br /> facility shall have a process to accurately record the weight and time of all deliveries so that material <br /> quantities can be accurately weighed and accounted for in reporting and in calculating recycling <br /> revenues. <br /> 2.8 INSPECTIONS <br /> OCSW has the right to make periodic inspections of any facility that the Contractor uses to process <br /> material received from the County. <br /> 2.9 REPORTING <br /> The selected Contractor will be required to provide monthly, quarterly and annual reports to OCSW of <br /> the total quantities of recyclables accepted and associated processing fees for recyclables and <br /> recycling revenues. <br /> 2.10 INVOICING/ RECYCLING REVENUES <br /> 10 of 21 <br /> RFP No. 5259 <br />
