August 15, 2000, Agenda Abstract and TELEPHONE NUMBERS: <br />Resolution Requesting City-County Collaboration Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Durham 688-7331 <br />PURPOSE: To consider adopting a Resolution of Cooperation that outlines the role, <br />purpose and function of the Durham-Chapel Hill-Orange County Work Group, and <br />establishes Orange County's membership in the Work Group. <br />BACKGROUND: The Durham-Chapel Hill Work Group 'was established to enhance <br />coordination and consultation between the governments concerning land use issues within <br />areas of mutual interest. Representatives from Orange County have been participating and <br />are now included in that group. The Resolution of Cooperation represents a revision to the <br />previous cooperative agreement, and will formally establish Orange County as a member. All <br />three entities are currently reviewing and considering the Resolution. <br />The resolution establishes the work group made up of two representatives from each of the <br />four elected bodies of Durham City, Durham County, Chapel Hill and Orange County. Each <br />jurisdiction hosts one of the quarterly meetings. (Orange County is hosting the next meeting, <br />which will be in March.) The host jurisdiction will provide open.meeting requirements., Issues <br />of common concern include coordinating. land use plans, courtesy review of development <br />proposals, transportation issues, greenways and open space along corridors that traverse <br />adjacent jurisdictions, and annexation issues. <br />Orange County's membership in the work group is important and complements the attached <br />"Resolution Requesting City-County Collaboration On Any Proposed Annexations By The <br />City Of Durham Into The County Of Orange" that was approved by the Board August 15, <br />2000. <br />FINANCIAL IMPACT: There is no financial impact associated with this decision item. <br />RECOMMENDATION(S): The Administration recommends that the Board adopt the <br />Resolution of Cooperation.
