19 <br /> <br />• Food Council Coordinator <br />– Total Program Expenditures - $75,000 <br />– Guided by Interlocal Agreement <br />– Costs Shared with Towns Based on Population <br />» County $27,690 + $4,000 for Racial Equity Training <br />= $31,690 <br />» Chapel Hill $29,110 <br />» Carrboro $10,650 <br />» Hillsborough $3,550 <br />– Interviews Scheduled Friday, May 31st <br /> <br />Commissioner Marcoplos referred to the Food Council Coordinator position, and asked if <br />all the other governments are fully committed. <br />Travis Myren said staff has circulated the MOU, and all have signed with the exception <br />of Chapel Hill. He said staff anticipates no problems. <br />Chair Rich asked if the MOU is good for a number of years. <br />Bonnie Hammersley said Chapel Hill wants to add a review period after 18 months, and <br />thus this would be a two-year MOU. <br />Commissioner Dorosin said last week the Board talked about funding a position for the <br />Community Empowerment Fund (CEF), of which the Partnership to End Homelessness (PTEH) <br />is in support. He said if there is interest in funding this position, he wonders if it would make <br />sense to fund it here through the PTEH, instead of through an outside agency. <br />Commissioner Greene agreed, and said the request is to give the funds to the <br />Partnership. She said the PTEH coordinator is working on an MOU to go to all municipalities. <br />She said the Executive Team of the PTEH did not get a chance to discuss this prior to its <br />summer break, but the plan would be for the funds to come from the four government entities <br />and go to the PTEH, who would then contract with the CEF to do the work. <br />Commissioner Dorosin asked if the employee would be a County employee. <br />Commissioner Greene said no, this position would be a part of CEF, and funded by all <br />jurisdictions through the PTEH. <br />Travis Myren said the County would probably hold the contract with CEF to perform <br />those functions. <br />Commissioner Dorosin said he would like this position to be a County employee under <br />PTEH Coordinator Corey Root, funded by the four-party split. <br />Commissioner Greene said that is reasonable for the future, but right now CEF is doing <br />the work already, and her interest is to keep it funded this year. She said it has been funded by <br />a one-year grant, which is set to expire. <br />Chair Rich said there will need to be buy-in from the other municipalities in a very short <br />time. <br />Commissioner Greene said yes. <br />Travis Myren said staff is working to get a description out to all the partners. <br />Commissioner Dorosin said he is not questioning the need for the position, but is trying <br />to think of the most equitable funding strategy within the existing framework and partnerships. <br />Commissioner Greene said that makes sense, but they may not be able to get there <br />before the end of the budget process. <br />Commissioner Dorosin said maybe this could happen in 3-6 months. <br />Commissioner Price asked if the applicant for the current grant funding could be <br />identified. <br />Commissioner Greene she assumes CEF.
