ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 18, 2019
Action Agenda
Item No. 11-i

SUBJECT: Orange County Climate Council At-Large Appointment

DEPARTMENT: Board of Commissioners

ATTACHMENT(S):
Approved Membership Roster

INFORMATION CONTACT:
Mark Marcoplos, 919-245-2130
Brennan Bouma, 919-245-2626

PURPOSE: To consider appointing an at-large member to the Orange County Climate Council.

BACKGROUND: On March 7, 2019, the Board of Orange County Commissioners approved the
membership of the Orange County Climate Council with the suggestion that each local
government also appoint an at-large member. The Board then appointed Commissioner Mark
Marcoplos as its elected representative and Sustainability Coordinator Brennan Bouma as its
staff representative.

Following Board guidance, staff sent the membership roster to Hillsborough, Carrboro, and
Chapel Hill for their review, approval, and appointment of representatives. By mid-April all of
these municipalities had approved the membership roster and had appointed their elected
representatives. Staff and at-large appointments are being considered.

The BOCC still has the opportunity to appoint an at-large member.

Board members are encouraged to share potential nominees for the at-large position
with the Clerk and other Board members prior to the meeting. Nominations can also
occur at the meeting.

FINANCIAL IMPACT: There is no financial impact associated with the appointment.

SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.

Appointing an at-large member to the Climate Council increases the direct participation of
Orange County residents in guiding joint governmental climate mitigation and resilience actions.

RECOMMENDATION(S): The Manager recommends that the Board consider making an at-
large appointment to the Orange County Climate Council.
1
