ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 7, 2001 <br />Action Agenda <br />Item No. <br />SUBJECT: North Carolina Department of Transportation Request for Right-of-Way on <br />McDou le School Property <br />County Manager <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Site Map Paul Thames, County Engineer, ext 2303 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approval of a request from the North Carolina Department of <br />Transportation (NCDOT) that Orange County provide three easements on the eastern and <br />western boundaries of McDougle Elementary School property as necessary to construct <br />roadway improvements on both Hillsborough and Old Fayetteville Roads. <br />BACKGROUND: NCDOT is poised to commence roadway improvement projects (widening <br />roadways and constructing sidewalks) on the both Hillsborough and Old Fayetteville Roads in <br />Carrboro. Hillsborough Road borders the McDougle school property on the east side and Old <br />Fayetteville Road borders the property on the west side. The construction will require some <br />limited encroachment (one very small temporary construction easement and a very small <br />permanent right-of-way and one larger temporary construction easement) on the McDougle <br />Elementary School property. CHCCS staff are aware of the roadway project and the need to <br />encroach. upon McDougle school property because DOT staff initially talked with them in <br />summer 2000 about the needed easements. DOT staff have subsequently been coordinating <br />with the County Engineer, since they became aware that the County actually holds title <br />(because of the installment financing arrangement under which the school was constructed) to <br />the land on which McDougle Elementary School is located. <br />The roadway improvements to Hillsborough Road will slightly modify both the horizontal <br />(roadway location) and vertical (roadway grade) alignments of the existing roadway in the <br />vicinity of the McDougle school property. In turn, this will require some slight modification of the <br />existing horizontal and vertical alignments of the Hillsborough Road entrance drive to the school <br />(at the north east comer of the property). NCDOT project construction contractors will make <br />those modifications as a part of the project, but it must have a temporary construction easement. <br />to accomplish the portion of the necessary construction work that will occur on school property. <br />The total 'size of the temporary construction easement is approximately 11,000 square feet.
