The guideline, or basic understanding, has been that if an <br />appointee completed a term with an expiration date that was in excess of two (2) years, then the <br />term is considered a full term. If the expiration date was less than two (2) years, then the term is <br />considered a partial term. <br /> <br />This guideline was not included in the original Advisory Board Policy document developed by <br />the County Attorney’s Office and approved by the Board. In order to prevent any future <br />misunderstandings on the part of appointees or County staff, an amendment to include <br />language formalizing this practice is proposed for the Advisory Board Policy (see attached). An <br />explanation of how terms are determined when recommending an applicant for appointment is <br />also provided. <br /> <br />FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board approve the amendment <br />to the Orange County Advisory Board Policy as outlined in the attachment. <br />1
