1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 18, 2019 <br /> Action Agenda <br /> Item No. 8-1 <br /> SUBJECT: Authorization for the Manager to Sign a Construction Contract for the Southern <br /> Campus Site Improvements, Parking and Seymour Center Expansion <br /> DEPARTMENT: Asset Management Services <br /> ("AMS"), Department on Aging <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Bid Tabulation Angel Barnes, 919-245-2628 <br /> Travis Myren, 919-245-2308 <br /> Janice Tyler, 919-245.4255 <br /> PURPOSE: To: <br /> 1) Authorize the Manager and staff to negotiate a final construction contract with Muter <br /> Construction for the construction of Southern Campus Site Improvements, Parking and <br /> Seymour Center Expansion; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br /> BACKGROUND: On November 22, 2017, Orange County awarded a design contract with <br /> Smith Sinnett Architecture for the Professional Services for the design of the Southern Campus <br /> Expansion. The schedule provided at that time reflected a design for the site work <br /> improvements, additional parking for the Seymour Center, and expansion of the existing <br /> Seymour Center facility. <br /> Smith Sinnett Architecture worked diligently with Orange County Department on Aging, Asset <br /> Management Services, and other related departments, along with the Town of Chapel Hill to <br /> provide a complete set of drawings and specifications for adding additional parking, upgrading <br /> the storm water systems, roadway improvements, and expanding the Seymour Center. <br /> In March 2019 Orange County sent out an Advertisement for Bids, and on May 14, 2019 Orange <br /> County received four (4) sealed bids from General Contractors. Staff is currently negotiating <br /> costs and other details with Muter Construction to develop a final contract. <br /> FINANCIAL IMPACT: The Board previously appropriated the funding associated with this <br /> project through the Capital Investment Plans for FY2017-18 and FY2018-19. A total of <br /> $6,020,000 is budgeted for this project. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br />
