43
Part IV. Summary of Gaps and Barriers in the Continuum of Services
While Orange County is not large, transportation is a barrier for many juveniles, especially those
in Northern Orange County where public transportation is limited. Additionally, the cost of gas
is an inhibitor to accessing services, including court ordered sanctions and therapy sessions. One
of the major services providers has reduced services in the home. 1
Young people and families needing bi-lingual mental health and substance abuse services often
experience waitlist for services due to the scarcity of bi-lingual therapists and language
interpretation. There are no mental health or substance abuse services available for
undocumented juveniles.
While Orange County does have a domestic violence service provider, the services offered are
limited and are targeted more towards adults experiencing it as victims. There are no services
offered to children/juveniles who experience or witness discord or violence in their homes.
Part V. Proposed Priority Services for Funding
The committee compared the services needed to address the elevated Juvenile Risk Factors and
Juvenile Needs with services currently available in the community. Services which are currently
available in the community and sufficient to meet the needs of court involved juveniles or those
juveniles most at risk for court involvement are not considered as a priority for JCPC funding.
The Committee proposes that the following service be approved as the funding priorities
for FY 19-20:
1. Restitution/Community Service
2. Teen Court
3. Tutoring/Academic Enhancement
4. Temporary Shelter Services (specifically Emergency Shelter)
5. Mediation/Conflict Resolution(including School Based)
6. Interpersonal Skill Building
