5

Commissioner Dorosin said all of the information is helpful, but in the future he would 1
like staff to provide more information about the districts themselves, such as how many 2
structures in their districts, the scope the community that is served, etc. 3
Commissioner Marcoplos said White Cross is going to apply $40,000 from its fund 4
balance towards the fire training tower installation, and asked if other districts are contributing 5
to the fire tower. 6
Deputy Chief Moody said the grant was secured through the Fire Chief’s Council, and 7
the tower will be temporarily located on Millhouse Road. He said the training tower will arrive in 8
August, and the Town of Chapel Hill has given the land, and the White Cross funds will help do 9
some of the grading work, and ensure that the grant is not lost. He said this is combination 10
effort from all of the departments. 11
Commissioner Marcoplos asked if the cost is equally distributed. 12
Deputy Chief Moody said this tower will benefit everyone, and no one is worried about 13
equal distribution of cost at this point. 14
Travis Myren said there is a Memorandum of Understanding (MOU) in place. 15
Tony Blake, Board of Directors’ President, said there is an MOU in place to cover cost 16
sharing, and this is just a contingency in order to make sure the funds are there to get the 17
portable tower in time before the grant runs out. 18
Commissioner Marcoplos said he appreciated all of the work that went into getting this 19
tower and siting it. 20
Chair Rich referred to the MOU, and asked if there is language for White Cross to 21
recoup some of the monies. 22
Travis Myren said the MOU is between the fire districts. 23
Tony Blake said the cost sharing will be determined by district, as well as the 24
maintenance; for example: there is hope to get a hydrant out there, and all will share in the 25
costs of that. 26
Travis Myren resumed the PowerPoint presentation: 27
28
CIP Questions 29
• Project Prioritization – Scoring System (See Handouts) 30
31
Travis Myren said the Board asked about Installation and Pay-Back in reference to 32
geothermal wells: The County currently has 3 geothermal HVAC systems, which serve 6 33
facilities. Geothermal systems are often 20% more expensive than traditional HVAC systems, 34
and this difference in cost can be justified through avoided costs of energy and maintenance. 35
36
• Category of Project 37
– 5 Points for Repair 38
– 3 Points for Replacement 39
– 1 Point for Improvement 40
• Ranking Within Multi-Project Proposals 41
– 3 Points for Critical (Known Failures, Significant Risk) 42
– 1 Point for Less Critical 43
• Stakeholder Awareness 44
– 3 Points for Most Visible 45
– 1 Point for Least Visible 46
47
• Project Prioritization – 11 Point Scale; 57 Projects; $6,674,449 Recommended 48
Investment 49
• Project Scores 9-11 50
