5 <br /> <br /> Commissioner McKee said the entire Board has been discussing economic 1 <br />development for several years, and he and Commissioner Marcoplos have been discussing this 2 <br />issue around three points, which he listed these below: 3 <br /> 4 <br />1) Eno Economic Development District 5 <br /> 6 <br />a. There seems to be Board consensus that we should redefine (and publicize) our 7 <br />approach to this EDD (Economic Development District). We’ve had discussions 8 <br />confirming that this EDD has the least potential of the three EDD’s for economic 9 <br />development and we could more fruitfully direct our efforts elsewhere. 10 <br />b. Given that the staff reported that there was some interest in some small-scale 11 <br />commercial projects there, we should continue to pursue those. 12 <br />c. Additionally, we should also remain open to redevelopment in the eastern section 13 <br />of the EDD between Hwy. 70 and I-85 where there are several under-utilized 14 <br />parcels that may have development value. 15 <br /> 16 <br />2) Status of re-zoning to prevent residential development from occurring on prime 17 <br />commercial development parcels in the Buckhorn EDD 18 <br /> 19 <br />a. Many of us believed this was getting done last year. We need an update, 20 <br />notification of anything the staff needs from the BOCC on this, and a timeline for 21 <br />when this will be finished. 22 <br /> 23 <br />3) Potential for development on the southern edge of the Buckhorn EDD at Hwy. 10 24 <br /> 25 <br />a. Steve Brantley has often remarked on the desirability of many of the tracts of 26 <br />land on the south side of Hwy. 10 that have drawn interest from potential 27 <br />businesses. 28 <br />b. Hwy.10 in that location is the boundary of the Rural Buffer agreed to by Orange 29 <br />County, Chapel Hill, Carrboro, Hillsborough, and OWASA in the Water and 30 <br />Sewer Management, Planning and Boundary Agreement and thus any changes 31 <br />to this agreement would need to be endorsed by those entities. 32 <br />c. We believe it is worthwhile to finally discuss whether moving the EDD/Rural 33 <br />Buffer boundary line a modest distance to the south of Hwy. 10 would be 34 <br />beneficial to the County. 35 <br /> 36 <br />Chair Rich said when something happens in Orange County, but it is within Chapel Hill’s 37 <br />purview, they used to have a courtesy review. She asked if the County Manager would contact 38 <br />the Town’s Manager to ask for a courtesy review prior to the Town voting. 39 <br />Chair Rich said she attended Peace Officer’s day last week, and deputies were there in 40 <br />force and she said thanked everyone for coming out. 41 <br />Chair Rich asked Greg W ilder to work on proclamations for Lee Pavao and Lindy 42 <br />Pendergrass, who both passed away this week. 43 <br /> 44 <br />4. Proclamations/ Resolutions/ Special Presentations 45 <br /> 46 <br />a. Proclamation Recognizing Professor William (Bill) R. Ferris 47 <br />The Board considered voting to approve a proclamation recognizing Professor William 48 <br />(Bill) R. Ferris for his contributions to the local and worldwide arts and history community. 49 <br /> 50
