29 <br /> <br />Commissioner Dorosin asked if Commissioner Greene is advocating that Orange 1 <br />County fully fund this position if the towns are unwilling. 2 <br />Commissioner Greene said no, but she would like the County to lead by example and 3 <br />commit its portion of the funding. She said Carrboro seems to have said no, and Chapel Hill 4 <br />has yet to discuss the position. She said if Chapel Hill is willing, she would like to see the 5 <br />County and Chapel Hill work together to cover the missing $5000 that was intended to come 6 <br />from Carrboro. 7 <br />Bonnie Hammersley said that Commissioner Greene is referring to the amendment 8 <br />sheet she sent out today, and on June 11th the Board of County Commissioners will be voting 9 <br />on each amendment, and she has put this item in as a partnership line item (which means it 10 <br />depends on funds from all jurisdictions). She said the $15,229.50 is only Orange County’s 11 <br />portion, and she said if the Board wants her to change that then let her know. 12 <br />Commissioner Greene said the executive committee of the Partnership for 13 <br />Homelessness did not have a chance to discuss this since procedurally it did not come up to 14 <br />them that way. She said she hoped the Board and Chapel Hill could fund it this year, and it 15 <br />could be shared by all four entities next year. 16 <br />Bonnie Hammersley said if this is determined by the time the budget is approved, then 17 <br />an amendment can be done. 18 <br />Commissioner Dorosin said there is a request for $39,050, and the County is giving 19 <br />$23,824. He asked if this for the same position, or if this is an additional request. 20 <br />Commissioner Greene said the request for $39,050 is not broken down between that 21 <br />which is needed for regular work and that which is needed for the new position. 22 <br />Bonnie Hammersley said part of the outside agency request was to help fund this 23 <br />position, but not all of the funds were to come from the County. He said CEF has applied to all 24 <br />of the jurisdictions, and she does not know how much was requested from the County, but a 25 <br />portion would go to fund this new position. 26 <br />Commissioner Greene said CEF’s spreadsheet indicates request of $19,050 from the 27 <br />County for this position. 28 <br />Commissioner Dorosin said there is a recommendation to give CEF $23,824. 29 <br />Commissioner Greene said the $20,000 received by CEF last year was not for this 30 <br />position. 31 <br />Commissioner Dorosin said he needs more information about this amendment. 32 <br />Bonnie Hammersley said it is a part of their ask, but their base was only $20,000 and 33 <br />their addition included some for that position. 34 <br />Commissioner McKee said he wants to be careful to not move away from this process 35 <br />and he has had several agencies contact him requesting additional funding. He said he will not 36 <br />support giving additional funding because the process is data based, and this discussion seems 37 <br />to be moving away from the established process. 38 <br />Commissioner Greene said yes, and no. She said the proposal being made by the 39 <br />Manager, is that this worthy position of housing locator should be managed by the PTEH, which 40 <br />is not an outside agency. 41 <br />Commissioner McKee said the position was grant funded, the funding for which has no 42 <br />ended. He said he does not question the usefulness of the position, but the Board needs to be 43 <br />careful about the blurring the process. He said this seems like a separate conversation. 44 <br />Commissioner Price said she is concerned about what message this may send, and she 45 <br />would feel better if this came up in an overall housing discussion. 46 <br />Commissioner Greene said it would be good for this organization to speak to the Board, 47 <br />and this is the intersection of homelessness and housing. 48 <br />Bonnie Hammersley said she will send out an updated amendment list each week. 49 <br />Commissioner Bedford suggested putting this information out for public consumption. 50
