She said every group that has received money is providing a service to the 2 <br />County, but some are not increasing the services provided, so staff and advisory groups did not 3 <br />see a reason to increase funding. 4 <br />Commissioner Dorosin said the groups may be providing a service, but he questions 5 <br />exactly what the service may be, and if it could be done more effectively by someone else. He 6 <br />said he likes the scoring system, but if part of the exercise is to evaluate the value of the 7 <br />services being provided, there ought to be notation has to why low scoring agencies do/do not 8 <br />receive funding. 9 <br />Bonnie Hammersley said better performance measures have been put in place, but the 10 <br />resources are limited, and there must be a weighting system to best allocate all the funds. She 11 <br />said staff can flag these agencies, and discuss low scores in great detail with them. 12 <br />Bonnie Hammersley said they are working closely with food distribution agencies (e.g.: 13 <br />Meals of Wheels, OCIM and OCRA), and there was not time to distribute how the funds would 14 <br />be distributed, but checks are not cut immediately, and money is received by a reimbursement 15 <br />model. She said she hopes next year there will be greater consolidation in this area. 16 <br />Commissioner Dorosin said he wants does not want to only reward organizations that 17 <br />have the means to hire a grant writer, or submit a top tier application. He said he wants to 18 <br />support community-based organizations, and if someone scores low, but provides a valuable 19 <br />and unique service, he wants to see that agency funded. He would like to have all this 20 <br />information. He said he wants it to be very clear for those looking in from the outside. 21 <br />Commissioner Price referred to page 9, and an organization that scored a 78 but is 22 <br />getting $50,000 because they have received it before; however, there is another organization 23 <br />on the same page that scored 79 and is getting nothing. She said this is difficult logic to explain 24 <br />to the public. 25 <br />Bonnie Hammersley said these agencies are being scored based on what they are 26 <br />requesting. 27 <br />Chair Rich said it is also related to the services that an agency is providing, and this 28 <br />book is a whole picture, not just a score. 29 <br />Commissioner Price said the logic just does not make sense. 30 <br />Commissioner Marcoplos said the reasoning behind the added request is evaluated, 31 <br />which validates that dollar request. 32 <br />Commissioner Price said this is a good system, but it appears unbalanced when 33 <br />programs that do not score well continue to receive base funding. 34 <br />Commissioner Marcoplos said to communicate to the public more about how the 35 <br />process works. 36 <br />Commissioner McKee said this system is by far so much better than the process that 37 <br />existed when he came on the board in 2010.
