1 <br /> <br /> Attachment 1 1 <br /> 2 <br />DRAFT MINUTES 3 <br />BOARD OF COUNTY COMMISSIONERS 4 <br />REGULAR MEETING 5 <br />May 21, 2019 6 <br />7:00 p.m. 7 <br /> 8 <br />The Orange County Board of Commissioners met in regular session on Tuesday, May 21, 2019 9 <br />at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. 10 <br /> 11 <br />COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Jamezetta 12 <br />Bedford, Mark Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price 13 <br />COUNTY COMMISSIONERS ABSENT: None 14 <br />COUNTY ATTORNEYS PRESENT: John Roberts 15 <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager 16 <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified 17 <br />appropriately below) 18 <br /> 19 <br />Chair Rich called the meeting to order at 7:01 p.m. 20 <br /> 21 <br />1. Additions or Changes to the Agenda 22 <br /> 23 <br />A motion was made by Commissioner Greene, seconded by Commissioner Dorosin to 24 <br />add a closed session at the end of the meeting for the following purposes: 25 <br /> 26 <br />"To consult with an attorney retained by the Board in order to preserve the attorney-client 27 <br />privilege between the attorney and the Board.” “N.C.G.S. § 143-318.11(a)(3) 28 <br /> 29 <br />“To discuss matters related to the location or expansion of industries or other businesses in the 30 <br />area served by the public body, including agreement on a tentative list of economic 31 <br />development incentives that may be offered by the public body in negotiations,” NCGS § 143-32 <br />318.11(a)(4).) 33 <br /> 34 <br />“To consider the qualifications, competence, performance, character, fitness, conditions of 35 <br />appointment, or conditions of initial employment of an individual public officer or employee or 36 <br />prospective public officer or employee” NCGS § 143-318.11(a) (6). 37 <br /> 38 <br />VOTE: UNANIMOUS 39 <br /> 40 <br /> Chair Rich noted the following items at the Commissioners’ places: 41 <br />- White sheet: proposed petition from Commissioner Price 42 <br />- Revised chart for Item 5-a 43 <br />- PowerPoint for Item 6-b 44 <br /> 45 <br />PUBLIC CHARGE 46 <br />Chair Rich acknowledged the public charge. 47 <br /> 48 <br />Arts Moment 49 <br />Arts Commission Director, Katie Murray, introduced Molly Weybright: 50
