15 <br /> <br />through the support of all local entities, as well as partner organizations, EmPowerment’s 1 <br />affordable rental inventory will rise to at least 57 units by the end of the next fiscal cycle. 2 <br />Commissioner Price referred to the list of community development priorities, and asked 3 <br />if “clearance and revitalization” could be made a higher priority within this generally low priority 4 <br />area. 5 <br />Commissioner Price said in the homelessness category, she would like to stress the 6 <br />importance of keeping families together whenever possible. 7 <br />Sherrill Hampton said 2015 Consolidated Plan was completed before she worked for the 8 <br />County, and the Housing Department will be working with the collaborative and making the RFP 9 <br />in the fall, which can look at all of the information that came out of MAP and other data sources. 10 <br />Commissioner Dorosin said he is the BOCC representative on the HOME committee, 11 <br />and gave kudos to Sherrill Hampton. 12 <br />Commissioner Dorosin called out EmPowerment as an exemplary service provider, and 13 <br />said the Board set priorities, and one in particular was affordable rental housing. He said 14 <br />Empowerment is the provider that has really been able to provide direction and resources for 15 <br />rental housing. He said this is difficult and expensive, but crucial, work. He said EmPowerment 16 <br />is becoming a Certified Housing Development Organization (CHDO), which is an intensive 17 <br />process. He said EmPowerment is the only organization to take on this process, and it will 18 <br />bring additional resources to this work. 19 <br />Commissioner Dorosin said the TBRA program is targeted at rental housing, and the 20 <br />rapid re-housing is a tremendous gap in addressing the issue of homelessness. He said there 21 <br />is so much work yet to do, but he is thrilled to see the County focusing on the most critical 22 <br />needs. 23 <br />Commissioner Greene said Corey Root is a doing a tremendous job at the 24 <br />homelessness program coordinator, and in these past two months there have been 9 people 25 <br />moved from homelessness to housing. 26 <br />Sherrill Hampton said the Board has allowed staff and their partners to be innovative, 27 <br />and not many places have local vouchers like Orange County does. She said Orange County 28 <br />has the cooperation and opportunities to enhance this creativity. 29 <br />Chair Rich echoed the comments already made.
