RES-2019-042 <br />RESOLUTION AUTHORIZING <br />THE ORANGE COUNTY FY 2019-2020 HOME PROGRAM DESIGN <br /> BE IT RESOLVED, the Orange County Board of Commissioners, as a member of the <br />Orange County HOME Consortium, approves the following activities for the FY 2019–2020 <br />HOME Program. <br />Second Mortgage Assistance <br />Funds will be allocated to Orange County Habitat for Humanity to provide deferred payment, <br />zero interest second mortgages for six (6) homes in the Fairview Community in Hillsborough <br />and Northside Neighborhood in Chapel Hill. Homes will be sold to households earning between <br />thirty percent (30%) and eighty percent (80%) of the area median income. <br />(Requested amount: $240,000) $181,392 <br />Acquisition <br />Funds will be allocated to EmPOWERment, Inc., for the acquisition of two (2) units for <br />affordable rental purposes in the Hillmont Apartment Complex in the Town of Carrboro. The <br />units will be leased to households earning 80% or less of the AMI for Orange County. <br />EmPOWERment will also receive $60,201 in FY18-19 CHDO Set-Aside funds and therefore <br />will receive a total award of $145, 201. <br />(Requested amount: $304,800) $85,000 <br />Countywide Tenant Based Rental Assistance <br />Funds will be allocated to the Orange County Housing and Community Development <br />Department for assisting persons experiencing homelessness under the Rapid Re-Housing <br />Program, as well as the provision of general rental assistance County-wide for other eligible low <br />income persons. <br />(Requested amount: $141,004) $141,004 <br />Program Administration $35,030 <br />TOTAL FY 2019-2020 HOME PROGRAM FUNDS <br /> $442,426 <br />BE IT FURTHER RESOLVED, that the County Manager is hereby designated as the authorized <br />representative of the County to act in connection with the submission of this plan and to provide <br />such additional information as may be required by the U.S. Department of Housing and Urban <br />Development. <br /> <br />This is the 18th day of June, 2019 <br /> <br /> <br /> <br /> <br />________________________________ <br />Penny Rich, Chair <br />Orange County Board of Commissioners <br />SEAL <br />5
