26 <br /> FFY 2019 Annual Action Plan Orange County HOME Consortium <br /> deposits in Orange County.The County may also assist tenants with utility deposits,but only when <br /> HOME is also used for rental assistance or security deposits. <br /> Administration,Planning,and Management Priority- <br /> There is a continuing need for planning, administration, management, and oversight of Federal, <br /> State,and local funded programs,as well as an increasing need for cooperation and collaboration <br /> among public and private partners. The communities in the Consortium need to address the <br /> preservation of affordable housing, and the development needs of the region, which ultimately <br /> affect the quality of life for all residents. <br /> Goal/Strategy: <br /> • AM-1 Overall Coordination - Provide program management and oversight for the <br /> successful administration and leveraging of Federal,,State, and local funded programs, <br /> including support of collaborative initiatives/research and planning services for special <br /> studies,environmental clearance,fair housing,and compliance;with all federal,state;and <br /> local laws and regulations. <br /> On October 3,2017, the Orange County Board of Commissioners approved a Resolution (2017- <br /> 064)expandingthe scope of the HOME Program,Review Committee.The Resolution renamed the <br /> committee the "Orange County.Local Government"Affordable Housing Collaborative" and <br /> provided detailed guidance ob;tfie responsibilities of the Collaborative moving forward. These <br /> responsibilities of the Collaborative');r clude strategizing about funding options, posting updates <br /> on projects and affordable-housing efforts', and providing guidance on administration of the <br /> HOME Program actiyities(i.e. recommending criteria for HOME Program funding, evaluating and <br /> recommending•`applications for HOME funding, and establishing_a scoring system to review <br /> applications). Furthermore, the Collaborative is responsible for utilizing potential affordable <br /> housing resources,, reviewing all applicable leveraged resources, developing goals for <br /> development, and serving as advocates for affordable housing in Orange County. In addition,the <br /> Orange Water&Sewer Authority is now a member of the Collaborative. <br /> The Collaborative is working together to collaborate on a Mobile Home Parks Initiative;a housing <br /> rehabilitation activity; a Home Preservation Coalition; and the proposed Green Tract <br /> development, which is a 104-acre development in which a portion of the development will be <br /> affordable housing. <br /> 3.
