13 <br /> FFY 2019 Annual Action Plan Orange County HOME Consortium <br /> The Orange County Employment Services need to increase its focus and resources to assist this <br /> population, including people with criminal histories and youth aging out of foster care. <br /> According to the 2013-2017 American Community Survey data, Orange County has an <br /> unemployment rate of 5.2%which is lower than the North Carolina unemployment rate of 7.2% <br /> for that same period.
