ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2005 <br />Action Agenda <br />Item No. ~ - qA - <br />SUBJECT: Contracts for Spay/Neuter Surgery Services with the Orange County Animal <br />Shelter <br />DEPARTMENT: County Manager <br />ATTACHMENT (S): <br />Contracts <br />PUBLIC HEARING: (Y/N) <br />No <br />INFORMATION CONTACT: <br />Gwen Harvey, ACM, ext. 2307 <br />Joseph Pulcinella, Animal Shelter <br />Director, 933-3373 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To present for BOCC approval contracts with three recommended veterinarians - <br />Wendy Royce, Marat Dubrovsky, and Paula Bullock - to provide spay/neuter surgery services <br />for the Orange County Animal Shelter, at the unit price of $60 per animal. <br />Royce and Dubrovsky s contracts are renewals; Bullock's contract is the initial. <br />BACKGROUND: <br />Orange County has contracted with Dr, Dubrovsky since July 1, 2005 and Dr, Royce since early <br />winter 2005 to provide spay/neuter surgery services for cats and dogs adopted from the Animal <br />Shelter, Both veterinarians have a successful record of adult and pediatric sterilization and <br />Shelter management recommends that their services be continued. Dr. Royce offers the <br />additional flexibility of a mobile surgical unit she can park in the Shelter parking lot, alleviating <br />the need for Shelter staff to transport animals to an off-site clinic. The contract with Dr. Bullock <br />is brand new and recommended by Shelter management since it will further supplement <br />availability of spay/neuter surgery services and help expedite pet adoptions. <br />Contract format and requirements are the same as negotiated during the Shelter transition by <br />the team that consisted of Pam .Jones, Purchasing, Rosemary Summers, Health, Joe Pulcinella, <br />Shelter, John Sauls, formerly with Animal Control, Kate Wilder, Health Board veterinarian, and <br />Gwen Harvey, Assistant County Manager. Contract fees will remain at the flat rate of $60 per <br />animal with additional charges, as authorized by Shelter management, for special services. The <br />contract term is July 1, 2005 to June 30, 2006. <br />
