Adoption of the proposed resolution, which reflects Commissioner comments and changes to a <br />draft resolution reviewed by the Board on January 29, would provide direction to staff on.next <br />steps related to the future of C&D waste management in Orange County. <br />2 <br />FINANCIAL IMPACT: The financial impact of decisions related to C&D management will be <br />significant. If the Board elects to implement some or all of the recommendations presented by <br />the C&D Recycling Task Force in August 2000, there will be costs associated with new <br />programs, staff, and facilities to handle the diversion of materials such as drywall, metal, and <br />clean wood waste from burial in a landfill. There will also be considerable expense involved in <br />purchasing land and developing a small C&D waste disposal site at Eubanks Road. Staff <br />estimates that about 90% of the costs relating to permitting and geotechnical investigation have <br />already been expended for that site. Specific costs will be developed based on future <br />programming and facility decisions by the Board. Any funds regarding above expenses would <br />be provided through the Solid Waste/Landfill Operations Enterprise Fund reserves and/or <br />operating revenue. <br />The existing C&D landfill serves as a source of supplemental revenue for the Solid <br />Waste/Landfill Operations enterprise fund in the amount of about $800,000 annually to help <br />underwrite the costs of current services and programs, especially recycling. <br />RECOMMENDATION(S): The Manager recommends that the Board adopt the proposed <br />resolution.
