40 <br />Attachment 7 <br />HIE Features <br />NC HIEA reserves the right to amend, terminate, or add additional HIE Features at any time. The availability of <br />HIE Features to individual Participants depends on various factors, including the technical capabilities of NC <br />HealthConnex and your organization. Please contact NC HIEA staff at HIEA@NC.Gov to find out more <br />information about our offerings and refer to the NC HIEA website for a list of updated HIE Features at: <br />https://hiea.nc.gov/nc-healthconnex-value-added-features. <br />Feature Definition <br />NC HealthConnex Clinical <br />Portal <br />NC HIEA will provider Authorized Users access to the Clinical Portal. This <br />Clinical Portal can be used to view the longitudinal patient record, set alerts and <br />notifications, and to access other HIE Features. <br />Provider Directory <br />NC HIEA will provide a Provider Directory to Authorized Users containing the <br />secure email addresses of NC HealthConnex Participants and North Carolina <br />providers participating in DirectTrust. <br />Direct Secure Messaging <br />NC HIEA will provide Authorized Users with an ONC-compliant Direct Secure <br />Messaging service, if desired. Each Authorized User will be provided with a <br />unique address assigned in the NC HIEA Direct domain. Users will have the <br />ability to append files containing Protected Health Information to their Direct <br />messages. <br />NC Immunization <br />Registry <br />If available to Participant, NC HIEA will provide one way or bi-directional <br />routing of patient immunization information through a common NC <br />HealthConnex interface with the NC Immunization Registry. <br />Electronic Laboratory <br />Reporting <br />When available, hospitals can send electronic laboratory reports identifying <br />required reportable communicable diseases and conditions to the Division Public <br />Health. <br />eHealth Exchange <br />When available, NC HIEA will enable Participants to query the eHealth <br />Exchange participants through the Clinical Portal. Approved eHealth Exchange <br />participants will be able to query NC HealthConnex, as well. <br />A connection with the Georgia Health Information Network is currently live, and <br />a connection the U.S. Department of Veterans Affairs will be live in early 2018. <br />Other eHealth Exchange participants will be added on an ongoing basis. <br />A disease registry is a tool for tracking the clinical care and outcomes <br />of a defined patient population. Data included in the registry can be <br />important in assisting public health authorities and clinicians with <br />appropriate preventive maintenance and disease management. Disease <br />registries will extract relevant data from the NC HealthConnex system <br />without any special effort required by Participants unless otherwise <br />noted. <br />Starting in June 2018, NC HIEA and the Division of Public Health will launch <br />the Diabetes Registry. Relevant submitted to NC HealthConnex will be included <br />in the Diabetes Registry.
