28 <br />out as having such authority. No Participant shall be held liable for the acts or omissions of another <br />Participant. <br />24.15.Third-Party Beneficiaries. With the exception of the Participants to this Agreement, there shall <br />exist no right of any person to claim a beneficial interest in this Agreement or any rights occurring <br />by virtue of this Agreement. <br />24.16.Force Majeure. A Participant shall not be deemed in violation of any provision of this Agreement <br />if it is prevented from performing any of its obligations by reason of: (a) severe weather and storms; <br />(b) earthquakes or other disruptive natural occurrences; (c) strikes or other labor unrest; (d) power <br />failures; (e) nuclear or other civil or military emergencies; (f) terrorist attacks; (g) acts of legislative, <br />judicial, executive, or administrative authorities; or (h) any other circumstances that are not within <br />its reasonable control.
