Box 8181 <br /> www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27278 <br /> MEMORANDUM <br /> TO: Board of County Commissioners <br /> FROM: Nishith Trivedi, Orange County Transportation Planner <br /> CC: Craig Benedict, Orange County Planning Director <br /> Tom Altieri, Comprehensive Planning Supervisor <br /> DATE: June 4, 2019 <br /> SUBJECT: Triangle Regional Freight Plan <br /> This memorandum is to inform the Board of County Commissioners (BOCC) of the recently <br /> adopted Triangle Regional Freight Plan. <br /> May 8, 2019, Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC <br /> MPO) approved the Triangle Regional Freight Plan. This plan was done in coordination <br /> with Capital Metropolitan Planning Organization (CAMPO) and North Carolina Department <br /> of Transportation (NCDOT). The plan was started in 2015 through the Regional Freight <br /> Stakeholder Advisory Council, a federal requirement of the Fixing America's Surface <br /> Transportation (FAST) Act. It identifies Strategic Freight Corridors within the eight counties <br /> that make up DCHC MPO and CAMPO and recommends policies and programs to address <br /> freight in the region. <br /> The Triangle Regional Freight Plan has gone through an extensive public involvement <br /> process including economic development workshops, online surveys, site visits, and <br /> meetings from July 2015 to May 2019. Orange County transportation planning staff has <br /> participated throughout the planning process at various MPO and public meetings. The <br /> following are some of the highlights from the Plan, especially as they pertain to Orange <br /> County: <br /> • Freight data was collected from variety of sources including: <br /> o Commodity Flow Data: Freight Analysis Framework, Transearch, and Carload <br /> Waybill Sample <br /> o Travel Time Data: National Performance Research Data Set and INRIX/StreetLight <br /> o Origin-Destination Data: ATRI Truck GPS Data <br /> • Daily average of 2,570 to 5,690 freight traffic trips travel over state roads in Orange <br /> County, not including rail or Interstate (1-40/1-85) <br /> • Estimated 300 freight related accidents from 2010 — 2014 were in Orange County <br /> o Fatalities occurred at 2 locations while serious and/or minor injuries occurred at <br /> others <br /> • Estimated 9,215 freight related employment in Orange County <br /> • 2,060,000 square feet freight related industry space in Orange County <br /> • Strategic Freight Corridors in Orange County are: <br /> o NC-54, NC-57, NC-86, US-70 and US-15/501 <br /> • Recommended Freight Projects in Orange County are: <br /> o Widen 1-85 & 1-40 east of split, and widen NC-54 east of Chapel Hill <br />
