71 <br /> Construction <br /> ■ What is the potential noise and visual impact? <br /> ■ What about Construction Debris? <br /> ■ Will the site be able to be seen? <br /> ■ What is the timeframe of construction? <br /> ■ What is the extent of land clearing for the roads and the lots? <br /> ■ Potential for stormwater run-off, mud and silt? <br /> Staff reviewed the process and typical timeframes for this type of project. Staff also reviewed additional <br /> plan requirements and ordinance provisions that deal with construction, noise and erosion <br /> controUstormwater measures. <br /> The Applicant reviewed the general development plans and noted that the initial infrastructure for the <br /> project will be done in one phase. Individual homes will be built as lots are sold, but the roads and <br /> stormwater features will be installed prior to plat recordation for the single-family lots. <br /> Buffers and Common Open Space <br /> ■ What types of Open Space are provided? <br /> ■ How will it be controlled? <br /> ■ Will this help preserve wildlife and the nearby Eno? <br /> ■ What are the building setbacks? <br /> ■ With the subdivision be visible from adjacent properties and/or US70? <br /> ■ What can be located within the Common Open Space? <br /> Staff reviewed UDO requirements for Flexible development and types of Open Space and gave an <br /> overview of Common Open Space held by a neighborhood Homeowner's Association. Staff also <br /> reviewed the basic elements from various NC Agencies that reviewed the project under the State Clearing <br /> house system. <br /> The Applicant reviewed their vision for the perimeter setbacks, landscaping buffers and tree preservation. <br /> Lighting <br /> ■ Will there be lighting with the project? <br /> Staff reviewed the basic elements of UDO Section 6.11: Outdoor Lighting. <br /> The Applicant indicated that no street lights are proposed with this development. <br /> Neighborhood Involvement <br /> ■ How will we keep up to date about the project? <br /> ■ Will we get notices? <br /> ■ Can we speak with Planning Board and BOCC? <br /> Staff reviewed the notification requirements for mailing, signs and legal ads for the project. Staff also <br /> reviewed the SUP fact sheet. <br /> The Applicant indicated they would work with any resident who had questions or wanted additional <br /> information as the project moves forward. <br /> Harmony <br /> Will this impact our property values and/or the rural character? <br /> Staff and the Applicant reviewed the basic elements required for a SUP including potential impact on the <br /> surrounding character and property values. <br /> 3 <br />
