70 <br /> owners ask questions about the project outside of the formal, legal constraints of a Planning <br /> Board meeting or a Board of County Commissioners(BOCC)public meeting. <br /> ■ Staff explained that the BOCC meeting is a quasi-judicial process. It is similar to a legal <br /> proceeding in that evidence is entered into the record, those giving testimony are sworn in, and <br /> hear-say is not admissible. <br /> ■ Staff briefly reviewed the application materials, staff analysis, plan requirements, and the site <br /> characteristics and dialogue with the applicants thus far. <br /> ■ Staff reviewed the tentative schedule for the request. <br /> Presentation from Summit Design <br /> ■ The Applicant introduced the project team. <br /> ■ The Applicant reviewed the major elements of the project as well as the overall vision for the <br /> project. <br /> ■ The Applicant reviewed the site constraints for the project including environmental constraints <br /> such as stream buffers. <br /> ■ The Applicant reviewed their work to date with NCDOT regarding the projects public roads and <br /> interface with US highway 70. <br /> ■ The applicant then opened up the meeting for residents to ask questions and/or raise concerns <br /> they may have about the project. <br /> Questions/Topics from residents <br /> Water <br /> ■ What is the potential impact on area well/septic systems? <br /> ■ Is there a potential for water/well contamination? <br /> ■ Will out well water run out? <br /> ■ Will construction and land disturbance muddy our water? <br /> ■ Can led and other ground contaminants be released into the water table? <br /> ■ What is the potential impact on streams? <br /> ■ Is there potential for Hillsborough water and/or sewer? <br /> Staff reviewed the applicable UDO standards and regulations regarding wells, land disturbing activity and <br /> stream buffers. Staff also noted the results of the NC State Clearinghouse, which did not reveal any <br /> known nearby contaminants or brownfield sites. <br /> The applicant reviewed their plans for individual well and septic systems, the fractured nature of geology <br /> and subsurface water in Orange County, and the fact that the wells and septic systems are regularly <br /> inspected by EH. <br /> Note- Staff followed up with the Town of Hillsborough regarding for potential for public water/sewer <br /> services. The Town indicated that the area is not in their short term service area and there are no plans to <br /> serve this area with municipal water or sewer. <br /> Traffic <br /> ■ What is the traffic impact? <br /> ■ What is the impact on rush hour commute times? <br /> ■ How does this relate to US 70 and road improvements? <br /> Staff reviewed the submitted traffic counts from the submitted ITE trip generation estimates submitted by <br /> the client. Staff also noted how to process for public road construction works, the proposed turn lanes, <br /> right-of-way dedication, and the planned NCDOT road improvements along US70W. <br /> The applicant reviewed the road design, work thus far with the NCDOT District Engineer and anticipated <br /> US70W road improvements. <br /> 2 <br />
