60 <br /> 04/18/19 Page 2 of 2 <br /> Preliminary Plat DAC Comments — Fairway Hills Subdivision, SUB19-0005 <br /> Our primary stormwater management concerns for this common plan of development <br /> are as follows: <br /> 1 . Ensuring that sufficient areas are reserved for stormwater control measures <br /> (SCM's). The SCM's need to be large enough to accommodate stormwater <br /> treatment for all proposed development. It appears the proposed lots may be <br /> developed individually over time. Therefore, we encourage Summit to assume <br /> some conservative percentage of development on each lot (following <br /> consultation with Orange County Current Planning and Environmental Health) <br /> and perform preliminary calculations to size the SCM's to treat all proposed <br /> development (build-out condition), accommodate associated grading, secondary <br /> SCM's (if necessary), and outlet velocity attenuation measures. <br /> 2. Being assured that those areas that do not appear to be easily routed to the two <br /> proposed SCM's, specifically lots 1-3, 17-20, and perhaps others, will be properly <br /> managed for stormwater, as required by Section 6.14 of UDO. <br /> CONCLUSION <br /> We find the project to be suitable with the following condition- <br /> 1 . Based upon the information received to date, we cannot state with any certainty <br /> that the proposed development will be able to comply with Section 6.14 of the <br /> UDO. We believe the challenges can be overcome but, if time allows, we <br /> recommend more detailed study before seeking discretionary approvals. Should <br /> the developer choose to proceed with the current preliminary plat, all need to be <br /> aware that complying with UDO Section 6.14 may have significant effects on the <br /> proposed subdivision plans. In addition to potential geometric effects, the <br /> developer should be prepared to accept that some of the proposed lots may <br /> require individual SCM's to meet the requirements of the UDO. <br /> I understand that the engineer of work has already been in touch with Wesley Poole, <br /> Erosion Control Officer II [(919) 245-2587].
