48 <br /> • Annual Maintenance Resurfacing, a state funded program for the repair and <br /> resurfacing of existing pavements to provide for acceptable operation and <br /> maintenance condition. Widening of existing travel lanes and/or installation of paved <br /> shoulders possible where warranted but limited to no more than 10% of program. <br /> Projects selected are based on relative ranking of biennial pavement condition survey, <br /> engineering judgement and local jurisdiction input. <br /> Common characteristics of projects outlined in Attachment 1 include: <br /> • Projects that require right-of-way acquisition or utility relocations are not good <br /> candidates; <br /> • Projects are expected to be performed or under contract within 12-24 months of <br /> funding approval; <br /> • Projects over $250 K typically require resolution of support from local elected body; <br /> • Most project program funding can be paired with other funding sources; and <br /> • Most projects subject to Board of Transportation (BOT) approval. <br /> Throughout each fiscal year, opportunities may arise for Orange County to submit small <br /> transportation projects to NCDOT. The turn-around time between NCDOT notification of <br /> requested projects or project review and the deadline for submission is typically very short <br /> and rarely allows sufficient time for full OUTBoard review and discussion. Developing the <br /> small transportation project lists as an ongoing process will allow Orange County to have <br /> greater input in addressing the County's small transportation issues. <br /> The Planning staff is requesting OUTBoard members assist staff in developing such a <br /> potential project list by providing input at this time regarding needed small transportation <br /> improvements, using the examples provided in Attachment 1 as a reference. OUTBoard <br /> members represent and reside in all areas of the county, and typically are more familiar with <br /> the roads they travel than staff. Staff has developed its Draft Running List of Small <br /> Transportation Projects (Attachment 2), also provided for your reference. <br /> No project is too small to identify. NCDOT has a maintenance yard and staff in Orange <br /> County that can: <br /> • Fix pot holes; <br /> • Maintain ditches and culverts; <br /> • Fill cracks in roadway surfaces; and <br /> • Maintain line of sight in critical areas like intersections. <br /> While formal small project requests will be discussed by the OUTBoard on a biannual basis, <br /> feel free to send possible projects to staff at any time to be added to our running list. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> RECOMMENDATION(S): Staff recommends that the OUTBoard provide input at this time <br /> regarding needed small transportation project improvements. <br />
