Draft Running List of Small Tom Altieri, Comprehensive Planning <br /> Transportation Projects Supervisor, 919-245-2579 <br /> PURPOSE: Biannual opportunity for OUTBoard members to submit suggestions for <br /> identification of North Carolina Department of Transportation (NCDOT) to begin generating a <br /> list of projects for future small transportation projects. <br /> BACKGROUND: At the April 17 OUTBoard meeting the members received a presentation <br /> by Chuck Edwards, NCDOT Division 7 Engineer regarding potential non-STIP funding <br /> sources for small transportation projects (Attachment 1). Programs outlined in Attachment 1 <br /> include: <br /> • High Impact-Low Cost Program - A state funded program subject to quantitative <br /> criteria to deliver localized roadway improvements deemed to have substantial benefit <br /> while minimizing cost and project delivery time. Examples of potential project types <br /> include: intersection improvements; signalization; widening of lanes and resurfacing; <br /> and pavement strengthening. <br /> • Spot Safety Program - A state funded program to deliver smaller localized <br /> improvements to address identified safety and operational issues. Examples of <br /> potential project types include: horizontal and vertical alignment improvements; sight <br /> line improvements; signalization improvements; paved shoulders; rumble strips; <br /> enhanced signing, markings, markers; intersection flashers; all-way stops; and <br /> guardrails. <br /> • Hazard Elimination Program - A federally funded program essentially the same as <br /> Spot Safety Program but typically used for projects with higher costs and longer <br /> delivery timeline. Examples of potential project types are the same as for the Spot <br /> Safety Program but generally higher cost and longer duration. <br /> • Spot Mobility Program - A state funded program to deliver smaller localized <br /> improvements to address identified congestion and operational issues. Examples of <br /> potential projects types include: turn lanes; signalization to improve side street <br /> operation; modification of signal phasing/timing to improve efficiency; lane widening; <br /> and off-site improvements at public and private schools subject to NCGS 136-18(29a). <br />
