Town Staff did indicate that the site <br /> is in their long-term interest area, as shown on the Water Sewer Management, Planning and <br /> Boundary Agreement (WASAMB), and that no municipal water or sewer services are nearby or <br /> planned in the future. <br /> Analysis: As required under Section 2.15.3 (C) of the UDO, the Planning Director is required to: <br /> `Determine if the plat and application conform with applicable regulations' and `submit a <br /> recommendation' on the Preliminary Plat to the Planning Board for consideration. In analyzing <br /> this request, the Planning Director offers the following: <br /> 1. The application has been deemed complete in accordance with the requirements of <br /> Section 2.2 and 2.15.3 of the UDO. <br /> 2. Copies of the materials have been reviewed commented on by parties indicated in <br /> Section 2.15.3 (C) (3) of the UDO. <br /> 3. Staff has determined that the property is of sufficient size and design to support the <br /> proposed subdivision. <br /> 4. The proposal appears consistent with the various goals outlined within the <br /> Comprehensive Plan concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> 5. Staff has determined that the proposed subdivision is consistent with the provisions and <br /> goals of the Comprehensive Plan. <br /> FINANCIAL IMPACT: Staff has determined the project would not require augmentation of <br /> County budgetary outlays to support services and that anticipated revenues from property taxes <br /> should supplement increases in cost. <br /> RECOMMENDATION: The Planning Director recommends the Board: <br /> 1. Receive the Preliminary Plat application for the Fairway Hills Subdivision, <br /> 2. Discuss the proposal as desired, and <br /> 3. Recommend approval of the Preliminary Plat. <br />
