Excerpt April 3, 2019 Planning Board <br /> Minutes (not yet approved) <br /> Under Separate Cover — Full Size Copy of <br /> Preliminary Plat <br /> PURPOSE: To review and make a recommendation to the BOCC on a Major Subdivision <br /> Preliminary Plat application proposing a 20 lot single-family residential subdivision within the Eno <br /> Township of the County in accordance with the provisions of Section 2.15 and Article 7 Subdivisions <br /> of the Unified Development Ordinance (UDO). <br /> BACKGROUND: The Planning Board reviewed a Concept Plan for the project, located along US <br /> Highway 70 East, at its April 3, 2019 regular meeting. Agenda materials for this meeting can be <br /> viewed utilizing the following link: http://www.orangecountync.gov/AgendaCenter/Planning-Board- <br /> . Minutes from the meeting are contained within Attachment 4. <br /> Development Process, Schedule, and Action: The typical cadence for the review of a major <br /> subdivision is as follows: <br /> • FIRST ACTION — Submission of a Concept Plan application containing a proposed <br /> layout for the project based on the "Flexible Development" option as outlined in <br /> Section 7.12 of the UDO. <br /> STAFF COMMENT: Previously, the applicant had submitted a Class A Special <br /> Use Permit Major Subdivision application proposing the creation of 27 individual <br /> lots. The proposal was revised and the number of lots was reduced to 20. A <br /> revised Concept Plan was received on or about March 25, 2019. <br /> • SECOND ACTION — Planning staff schedules a Neighborhood Information Meeting <br /> (NIM) to invite property owners within 1,000 feet of the subject property to review <br /> the proposal. <br /> STAFF COMMENT: Staff held the required meeting on February 13, 2019 to <br /> review the original 27 lot layout. The reduction in the number of parcels and <br /> more open space of the subdivision does not require the scheduling/holding of a <br /> new NIM. <br />
