Orange County <br /> Parks and Recreation Council <br /> Meeting Summary <br /> Date: March 6, 2019 <br /> Place: Environment and Agricultural Center Conference Room <br /> PRESENT: Tori Williams Reid; Haywood Rhodes; John Greeson; Gina Reyman; Tim Tippin; <br /> Haywood Rhodes; Robert Robinson; Bob Smith; Michael Zelek <br /> ABSENT: Kim Manturuk; Rachel Cotter <br /> STAFF: Lynn Hecht; David Stancil <br /> I. Call to Order: The meeting was convened at 6:32 pm. Roll was called. <br /> II. Additions or Changes to Agenda, Meeting Summary: February notes were reviewed. <br /> No comments were made about the notes. <br /> III. Report of the Chair: Membership/Vacancies: Cedar Grove and Cheeks Townships both <br /> still have vacancies. The group was presented with an application for Cheeks Township. <br /> Timothy Braddy was discussed and recommended for the Council. Tippin noted that he <br /> is a soccer coach. Williams Reid made the nomination to recommend Braddy for <br /> appointment, and all voted in favor. The Council asked that the letter of nomination <br /> mention that the Council still wants to wait to get a person from Cedar Grove, hoping to <br /> recommend a nominee who provides diversity in the way of race or gender. <br /> IV. New Business <br /> a. Election of Chair and Vice-Chair. Stancil included a description of these positions. <br /> Reyman moved that Rhodes be elected chair and Tippin seconded the motion. <br /> Rhodes agreed to accept the position. All members voted in favor. For Vice-Chair, <br /> Robinson nominated Greeson and Smith seconded the motion. Greeson agreed to <br /> accept the position. All members voted in favor. Rhodes asked Williams Reid to <br /> continue chairing the remainder of the meeting. <br /> b. FY 2019-20 Outside Agency Funding Requests: Three requests were reviewed. Staff <br /> outlined the process the Council is asked to follow and the role they plan in the <br /> Manager's recommended budget for these groups. The groups were: Triangle <br /> Bikeworks; Big Brothers, Big Sisters, and Bridge II Sports. <br /> The group discussed Triangle Bikeworks first. Robinson liked that they are the only <br /> ones not giving themselves as high a raise as some of the other groups. The group <br /> noted that the application's information did not match the rubric for scoring. <br /> Big Brothers and Big Sisters were next evaluated and discussed. Finally, the Bridge <br /> II Sports application was reviewed at some length, This organization was applying for <br /> a new program with no past history, so the group decided to use the new agency <br /> scoresheet. <br /> V. Old Business <br /> a. The Joint Advisory Board meeting —The Town of Hillsborough will host the meeting <br /> on April 23, 2019. Location to be determined. It was noted this is a Tuesday night, <br /> which is an Orange County Rec Soccer night, which will make attendance difficult for <br /> several persons. Those able to attend were encouraged to do so. <br />
