ORANGE COUNTY BOARD OF COMMISSIONERS <br /> Resolution Detailing Orange County's Support for Specific <br /> Legislation Filed in the 2019-2020 Legislative Session <br /> WHEREAS, the North Carolina General Assembly recently entered the 2019-20 <br /> long session; and <br /> WHEREAS, the members of the North Carolina General Assembly have filed <br /> numerous bills having significant local impact; and <br /> WHEREAS, the Orange County Board of Commissioners believes there are <br /> many issues of importance to all North Carolina counties that are contained <br /> within some of these filed bills and should be supported. <br /> NOW THEREFORE we, the Orange County Board of Commissioners, do hereby <br /> support, and request the North Carolina General Assembly pass, the following <br /> bills introduced in the 2019-2020 legislative session: <br /> AFFORDABLE HOUSING <br /> 1) House Bill 708 and House Bill 907 -- Establishing a legislative <br /> committee to study affordable housing in North Carolina (H708) <br /> and prohibit housing discrimination based on source of income <br /> (H907); <br /> BROADBAND ACCESS <br /> 2) Senate Bill 645 and House Bill 431 — Expanding local <br /> government authority to work with the private sector in providing <br /> broadband access in underserved areas through constructing and <br /> leasing infrastructure to private service providers; <br /> EDUCATION <br /> 3) House Bill 241 — Provides for an education bond to be voted on <br /> by North Carolina voters; <br /> HOMESTEAD EXEMPTION AND CIRCUIT BREAKER <br /> 4) Senate Bill 657 and House Bill 695 — Expands the Homestead <br /> Exemption and Circuit Breaker (S657) and expands the <br /> Homestead Exemption and Circuit Breaker for disabled veterans <br /> and surviving spouses of emergency personnel. <br />
