1 <br /> ORD-2019-020 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 21, 2019 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Approval of Budget Amendment #9-A for Piedmont Food Processing Center <br /> Freezer Installation <br /> DEPARTMENT: Asset Management Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Budget Summary Angel Barnes, Capital Projects Manager, <br /> 919-245-2628 <br /> Travis Myren, Deputy County Manager, <br /> 919-245-2308 <br /> PURPOSE: To approve Budget Amendment #9-A for the Piedmont Food Processing Center <br /> Freezer Installation. <br /> BACKGROUND: The Piedmont Food Processing Center located at 500 Valley Forge Road, <br /> Hillsborough, NC, was awarded a Golden Leaf Grant of $128,000 in May 2018, with a required <br /> local match of $32,000 from Article 46 Sales Tax proceeds for a total project budget of $160,000 <br /> for the installation of two exterior freezers for the storage of processed food. Throughout the <br /> summer and fall of 2018, the freezer slab, roof system, and freezer installation was designed by <br /> Summit Engineering. The freezer design and purchase was also completed and delivered to the <br /> jobsite. <br /> Over winter 2018, the project was sent out to multiple construction bidders for the construction <br /> activities and installation of the freezers. The original bid numbers returned were more than <br /> double the budgeted amount for the installation of the freezer slab and connections to the <br /> existing facility. In January 2019, the roof portion of the project was updated to become an <br /> alternate to the project scope of work, and the project was then re-bid. <br /> The revised construction bids remain higher than the original estimated amounts, and an <br /> additional $26,093 is needed to fund the project, for a total revised project budget of $186,093. <br /> Staff recommends that the additional funds needed for this project come from available Article <br /> 46 Sales Tax proceeds, bringing the total County match to $58,093. <br /> FINANCIAL IMPACT: Proceeds from Article 46 Sales Tax revenue would fund the additional <br /> amount of $26,093 needed for this project. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />
