4 <br /> 2) Senate Bill 645 and House Bill 431 — Expanding local government authority to <br /> work with the private sector in providing broadband access in underserved <br /> areas through constructing and leasing infrastructure to private service <br /> providers; <br /> EDUCATION <br /> 3) House Bill 241 — Provides for an education bond to be voted on by North <br /> Carolina voters; <br /> HOMESTEAD EXEMPTION AND CIRCUIT BREAKER <br /> 4) Senate Bill 657 and House Bill 695 — Expands the Homestead Exemption and <br /> Circuit Breaker (S657) and expands the Homestead Exemption and Circuit <br /> Breaker for disabled veterans and surviving spouses of emergency personnel. <br /> LIVING WAGE <br /> 5) Senate Bill 291 and House Bill 830 and House Bill 832 — Providing an <br /> opportunity for increased wages for those of lower income by creating a <br /> statewide "living wage"; <br /> NON-DISCRIMINATION <br /> 6) House Bill 514 and Senate Bill 455 and Senate Bill 486 — Provide for an <br /> expansion of protected classes in North Carolina and would help eliminate <br /> discrimination against designated classes (H514 and S486) and eliminate pay <br /> discrimination based on gender (S486); <br /> PERSONAL NEEDS <br /> 7) House Bill 752 and House Bill 753 — Providing increases in personal needs <br /> funds for assisted living facility residents who receive State-County Special <br /> Assistance (H752) and for Medicaid recipients residing in nursing homes <br /> (H753); <br /> RECYCLING <br /> 8) House Bill 759 and House Bill 823 — Providing new opportunities for electronics <br /> recycling (H759) and providing additional funding for local recycling programs <br /> focused on single use plastics (H823); <br /> SMART START FUNDING <br /> 9) House Bill 124 and Senate Bill 336 — Appropriate additional funds for Smart <br /> Start; <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> adopt this, send it to their legislative delegation and all 100 counties. <br /> Commissioner Dorosin said the Board has already adopted a resolution endorsing these <br /> bills and has already staked out a position, and the resolution can be put on the website as a <br /> resource for the public. <br /> Commissioner Greene said one bill is on the list that was not on the Board's legislative <br /> agenda, which is a law that will ban discriminating against source of income, which would stop <br /> landowners from being able to deny housing choice vouchers. She said this is great. <br /> Commissioner Marcoplos said this resolution is also letting the public know that these <br /> issues are out there and are important. <br /> VOTE: UNANIMOUS <br /> Chair Rich said she and Commissioner Marcoplos met with their OWASA <br /> representatives, and discussed the aquavista program. She said they went on to Hillsborough <br /> Elementary to meet with 5th graders, who were remarkable children. <br />
