3 <br /> Commissioner Dorosin said last night he attended the Fire Chiefs Council Meeting, and <br /> there was a lot of discussion on risk management with all of the departments, as well as <br /> conversation about communication during the tornado, and ideas to ensure that all have <br /> effective communication. He said there was also discussion about the pending remediation of <br /> the 911 center, which should begin on May 13. <br /> Commissioner Dorosin said he attended the education rally in Raleigh yesterday. He <br /> said it was powerful show by all, and he was very encouraged that the talking points also <br /> included Medicaid expansion and living wage, and also more resources for guidance <br /> counselors, nurses, etc. <br /> Commissioner Dorosin said there was a story in paper about new luxury apartments <br /> going into Chapel Hill, replacing affordable apartments. He said 190 households will be <br /> displaced. He said Chapel Hill is working with these residents to find new housing, but has only <br /> been able to help half of them thus far. He said the County has funds in its housing funds, and <br /> he petitioned Sherrill Hampton, Housing Director, to reach out to see if these folks are eligible <br /> for any County funds. He said this story highlights challenges around affordable housing. He <br /> said this is gentrification, and they are losing affordable housing. He said the developer is <br /> making a payment to the town, but is not required to build any new affordable housing. He said <br /> they have to find new housing for these folks, and this is why affordable housing discussions <br /> are so critical, especially on the Greene Tract. <br /> Commissioner Dorosin said the last item is a handout at their places. He said John <br /> Roberts has been sending the Board updates on local bills in the General Assembly, and <br /> specifically those related to the ones in the Board's legislative goals. He said he thought it <br /> would be a good idea to bring forth a resolution stating Orange County's support of certain bills. <br /> He would like the Board to consider adopting this resolution. <br /> Chair Rich said John Roberts sent an email with this draft resolution stating that he <br /> spoke with local legislators, who said the resolution may not necessarily be helpful, but it will not <br /> hurt. <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> Resolution Detailing Orange County's Support for Specific Legislation Filed in the 2019- <br /> 2020 Legislative Session <br /> WHEREAS, the North Carolina General Assembly recently entered the 2019-20 long session; <br /> and <br /> WHEREAS, the members of the North Carolina General Assembly have filed numerous bills <br /> having significant local impact; and <br /> WHEREAS, the Orange County Board of Commissioners believes there are many issues of <br /> importance to all North Carolina counties that are contained within some of these filed bills and <br /> should be supported. <br /> NOW THEREFORE we, the Orange County Board of Commissioners, do hereby support, and <br /> request the North Carolina General Assembly pass, the following bills introduced in the 2019- <br /> 2020 legislative session: <br /> AFFORDABLE HOUSING <br /> 1) House Bill 708 and House Bill 907 -- Establishing a legislative committee to <br /> study affordable housing in North Carolina (H708) and prohibit housing <br /> discrimination based on source of income (H907); <br /> BROADBAND ACCESS <br />
