4 <br /> Board, the Intergovernmental Parks Work Group, and the Chapel Hill-Carrboro <br /> Schools Board of Education; and <br /> WHEREAS, in the 2015 Salute to Community Heroes, the Chapel Hill-Carrboro Chamber of <br /> Commerce recognized Fred Battle with the Irene Briggaman Lifetime Achievement <br /> Award; and <br /> WHEREAS, Fred Battle fought the fight to move forward the human rights of all people for <br /> equality and social justice and in his words, "the struggle continues"; <br /> NOW, THEREFORE, we, the Orange County Board of Commissioners, on behalf of the <br /> residents of Orange County, express our deep appreciation, gratitude and respect <br /> for the services rendered by Frederick Lewis Battle to the County and beyond over <br /> the course of his lifetime. <br /> This the 16'" day of April 2019. <br /> A motion was made by Commissioner Price, seconded by Commissioner Greene for the <br /> Board to approve the Proclamation Recognizing Frederick Lewis Battle and authorize the Chair <br /> to sign. <br /> PUBLIC COMMENT: <br /> Jesse Gibson said he echoed all the comments made in the proclamation. He said Fred <br /> Battle entered the Lincoln High School hall of fame, and his name will be added to the breakfast <br /> club. County Government Month Proclamation <br /> The Board considered voting to approve a proclamation designating April 2019 as <br /> County Government Month and authorize the Chair to sign. <br /> Commissioner Dorosin read the proclamation: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> County Government Month -April 2019 <br /> "Connecting the Unconnected" <br /> WHEREAS, Orange County is one of 3,069 counties in the nation that provide cost-effective, <br /> essential services to create healthy, safe and vibrant communities; and <br /> WHEREAS, through National Association of Counties (NACo) President Greg Cox's "Connecting <br /> the Unconnected" initiative, NACo is demonstrating how counties deliver"people-centered" services <br /> to residents; and <br /> WHEREAS, many Orange County departments offer programs and services that meet this <br /> initiative, including the departments of Health, Housing and Community Development, Criminal <br /> Justice Resources, Social Services, Aging, Sheriffs Office, Child Support Services and many more; <br /> and <br /> WHEREAS, Orange County's motto is "Our Residents Come First,"which guides our employees to <br />
