11 <br /> 1 The Board of County Commissioners will conduct two Budget Public Hearings —the first at 7:00 <br /> 2 p.m. on Tuesday, May 14, 2019 at the Richard Whitted Meeting Facility, 300 West Tryon Street <br /> 3 in Hillsborough, and the second at 7:00 p.m. on Thursday, May 16, 2019 at the Southern <br /> 4 Human Services Center, 2501 Homestead Road in Chapel Hill. <br /> 5 <br /> 6 Bonnie Hammersley made the following PowerPoint presentation: <br /> 7 <br /> 8 FY2019-20 <br /> 9 COUNTY MANAGER RECOMMENDED BUDGET <br /> 10 <br /> 11 BUDGET PRIORITIES <br /> 12 ❑ DEBT SERVICE <br /> 13 ❑ PERSONNEL COST <br /> 14 ❑ CHCCS AND ORANGE COUNTY SCHOOL FUNDING <br /> 15 ❑ CONTRACT OBLIGATIONS <br /> 16 ❑ RESERVE LEVELS <br /> 17 <br /> 18 BUDGETED REVENUES AND EXPENDITURES - GRAPH <br /> 19 <br /> 20 BUDGETED REVENUES - GRAPH <br /> 21 <br /> 22 BUDGETED EXPENDITURES - GRAPH <br /> 23 <br /> 24 ASSUMPTIONS <br /> 25 ❑ Property Tax Growth: 2.1% _ $3,226,735 <br /> 26 ❑ Sales Tax Growth: 4.0% _ $975,874 <br /> 27 ❑ General Fund Reserve: 16% _ $34.8 million <br /> 28 <br /> 29 Tax Rate Increase $0.0150 to $0.8654 - Chart <br /> 30 ❑ 0.01 on county tax rate = $1,877,087 <br /> 31 ❑ $0.0150 on county tax rate = $2,815,630 <br /> 32 <br /> 33 Commissioner Dorosin clarified that the recommendation is highlighted, and the <br /> 34 not recommended is how much. <br /> 35 Bonnie Hammersley said it would be just under a nickel, plus just under a penny. <br /> 36 Commissioner Dorosin said the option would be the total of two columns. <br /> 37 Bonnie Hammersley said yes, it would be 5.8 cents. <br /> 38 Commissioner Dorosin asked if the Board selected that option, would there be a <br /> 39 forecast of 2021-2022 projections. <br /> 40 Bonnie Hammersley said those projections would not be necessary.
