9 <br /> 1 and a lot of people in attendance tonight have cleaned up about 4,000 bags of litter and tires <br /> 2 from Orange County. He said some of his best friends have been made through this process. <br /> 3 Commissioner Marcoplos said he has been following his exploits on Facebook, and the <br /> 4 commitment is laudable and unique. <br /> 5 Chair Rich thanked him for his clean up at the end of her street <br /> 6 <br /> 7 A motion was made by Commissioner Marcoplos, seconded by Commissioner Dorosin <br /> 8 for the Board to approve the proclamation and authorize the Chair to sign the Proclamation <br /> 9 Recognizing Daniel Aaron Toben. <br /> 10 <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 c. Distinguished Budget Presentation Award <br /> 14 The Board recognized the budget staff of the Orange County Finance and <br /> 15 Administrative Services Department for earning the Government Finance Officers' Association <br /> 16 (GFOA) Distinguished Budget Presentation Award for the 2018-19 fiscal year budget <br /> 17 documents. <br /> 18 <br /> 19 BACKGROUND: <br /> 20 GFOA is an internationally recognized organization that offers guidance and support to local <br /> 21 and state government budget and finance professionals throughout the United States and <br /> 22 Canada. The GFOA's Distinguished Budget Presentation Award is the highest form of <br /> 23 recognition in governmental budgeting and represents a significant achievement by the <br /> 24 organization. Its attainment represents a major achievement by a governmental entity and its <br /> 25 budget team. In order to receive this award, the County's budget and capital planning <br /> 26 documents must meet stringent program criteria such as policy documents, operations guides, <br /> 27 financial plans, and communications devices. <br /> 28 <br /> 29 This year marks the twenty-seventh year that Orange County has received the GFOA <br /> 30 Distinguished Budget Presentation Award. Eligibility standards and expectations for the award <br /> 31 become more stringent and rigorous each year.
